447 <br /> Councilman Rhodes moved to REVERSE the action of the Planning Commission and grant the <br /> Variance , seconded by Councilman Keckley . <br /> City Manager suggested that Council also consider as a result of the considerations <br /> involved in this particular application, as well as others , a motion to request <br /> Planning Commission to review the historical 10-foot separation between house and <br /> accessory buildings , noting that a number of them exist in the community , just to <br /> see if the standard still exists , particularly with regard to rehabilitation of <br /> homes with 50--foot width lots . Councilman Rhodes asked that his motion stand as <br /> offered , and any additional motion be made separately . <br /> City Attorney advised that in taking this action and granting the Variance , it was <br /> necessary for Council to make the finding in accordance with Section 43 . 4 which <br /> relates to special circumstances and that granting the Variance would not constitute <br /> a special privilege , and that granting the Variance would not be contrary to intent <br /> of the Ordinance . Council indicated motion did imply this intent . Motion carried . <br /> ( MINUTE ORDER #72-54 ) <br /> Councilman Petersen moved to request Planning Commission to review this particular <br /> Section of the Zoning Ordinance in all respects ( Section 32 . 14 ( a ) ) , seconded by <br /> Councilman Rhodes . Councilman Henderson indicated she hoped the review would <br /> include the number of lots that would be affected by this problem . Motion carried . <br /> ( MINUTE ORDER #72-55 ) <br /> SPHERE OF INFLUENCE , Town of Woodside - Redwood City . Staff report indicated that Council <br /> Committee and Staff had met with representatives of the Town of Woodside for final <br /> review of the sphere of influence for boundary purposes between the two cities . <br /> Proposal was being presented prior to the LAFC public hearing set for March 15 , <br /> 1972 . Map was submitted to Council . Councilman Keckley reported the Committee <br /> had met with Woodside on several occasions to restate and insure concurrence with <br /> regard to the lines on the map , except for the line along Alameda toward Atherton, <br /> which Town of Woodside did not care to discuss . Committee ' s recommendation was <br /> that Redwood City go on record as supporting the boundary along Alameda as shown <br /> on the map . Boundary in the hills area was agreed to on the basis of allowing the <br /> two Staffs to determine flow lines for drainage according to what would be most <br /> beneficial for the people living in the area . Boundary with respect to the college <br /> -- site and Interstate 280 was agreed upon between the two cities . City Manager indi- <br /> cated that , while he had not been able to attend the last meeting, at Staff level <br /> it was indicated the only reason to propose boundary on the other side of 280 was <br /> so as to include a PG&E substation . He indicated he did not know the assessed <br /> valuation , but it was felt it should be considered . Councilman Keckley advised <br /> that it was determined the substation should stay in Woodside and the boundary set <br /> accordingly . Councilman Henderson added that it was understandable that Woodside <br /> preferred to maintain control of the entrance into their community at Canada Road . <br /> 3 -13 -72 <br />
