448 <br /> Councilman Keckley moved to authorize Staff to represent the City position before the <br /> LAFC public hearing , seconded by Councilman Williams . <br /> Gladys Werder , 172 Warwick, asked if the substation <br /> referred to provided facilities to Emerald Hills or <br /> to Woodside . <br /> Mayor Bury noted that PG&E has a series of substations and power distribution <br /> did not depend upon one . Following brief additional discussion , motion carried . <br /> ( MINUTE ORDER #72-56 ) <br /> Request of Peninsula Humane Society for authority to issue citations . By letter dated <br /> February 18 , 1972 to City Manager , the Peninsula Humane Society requested authori - <br /> zation to issue citations for violations of the Cityts leash law . The Humane <br /> Society was of the opinion that enforcement programs were more effective where <br /> Peninsula Humane Society officers had been empowered to issue citations to animal <br /> owners for such violations . Staff recommended approval of the request , but that <br /> authority to issue citations extend to violations of all public offenses relating <br /> to control of animals . <br /> In response to question by Council , City Manager advised that " all public offenses " <br /> meant all those violations covered in the Ordinance governing animals , in addition <br /> to the leash law violations . <br /> Councilman Keckley moved to approved issuance by Pound Master and Deputy Pound Masters <br /> of written notices to appear ( citations ) in connection with enforcement of the <br /> provisions of Chapter. 5 of the Code constituting public offenses , and authorize <br /> administration of oath to the Pound Master and Deputy Pound Masters for the <br /> enforcement of those provisions , seconded by Councilman Rhodes . <br /> In the discussion it was noted that violation of any of the Cityts Ordinances <br /> constituted a misdemeanor , and as such was subject to penalty of $ 500 , or six <br /> months imprisonment . Motion carried . (MINUTE ORDER #72-57 ) <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6695 APPROVING PLANS AND SPECIFICA- <br /> TIONS FOR LANDSCAPING PROJECT FOR NEIGHBORHOOD PARK-2 , DOLPHIN- 1 , FOR REDWOOD CITY <br /> GENERAL IMPROVEMENT DISTRICT NO . 1-64 ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS <br /> THEREFOR , seconded by Councilman Keckley . <br /> Councilman Henderson indicated that perhaps there was need to be better informed <br /> about the future of the Shores project , before making commitments , and also ex- <br /> pressed concern about costs of maintenance of the parks . She felt it would be <br /> more desirable to consider this project in the perspective of the proposed <br /> budget with respect to costs to the City for upkeep , and also that Leslie should <br /> be urged to proceed with funding , with the money placed in reserve for develop- <br /> ment of parks within the project . She also referred to opinions expressed in <br /> the past by City Manager with regard to mini parks . <br /> 3 - 13 -72 <br />
