<br /> C. Approval of City policy for improving Canyon Road. (806-04, 301-06) <br /> ---- REPORT: City Engineer, August 23, 1993 <br /> City Engineer Luck presented the staff report and described the proposal <br /> for improvements to Canyon Road according to the standards and policies just <br /> approved by the Council, resolving a 43-year stalemate. <br /> Councilman Greenalch described how Council's desire to provide an equitable <br /> solution to the residents on Canyon Road for street improvements led to the <br /> formation of the Committee on Substandard Streets to form a workable policy <br /> to apply to all unimproved streets in the City. Councilman Greenalch <br /> reported on the percentage paid by each party, the design, time lines and <br /> the financing options being proposed. In response to his colleagues <br /> questions, Councilman Greenalch explained how the $1.2 million was set aside <br /> for this project as part of normal maintenance from the Water Enterprise <br /> Fund, and the use of one-time only funds from the state's Transportation <br /> Fund resulting in a balance due of approximately $20 per linear foot per <br /> property owner. <br /> Mayor Buchan called on members of the audience who wished to speak to this <br /> lssue: <br /> Kathy Roskos, Roble Avenue, Oakwood Neighborhood, Redwood City, advised <br /> Council that the problems with improvements to Central, Carlos, East Oakwood <br /> and Oakwood Drive in her neighborhood date back to 1926. Ms. Roskos advised <br /> she and her neighbors had been working with City staff to create an <br /> assessment district for street improvements since the late 80's after being <br /> told by Council and staff that the City would not maintain unimproved roads. <br /> Ms. Roskos reported that under an assessment district the cost for <br /> improvements would be approximately $220 per linear foot, not the $20 Canyon <br /> Road residents will pay. Ms. Roskos asked why Canyon Road was given <br /> priority and one-time funds, when Oakwood was just as deserving of <br /> improvements. Ms. Roskos asked Council to amend the proposed motion to <br /> perform concurrent improvements to Oakwood and Canyon Road. <br /> Bill Service, Central Avenue, Oakwood Neighborhood, Redwood City, described <br /> the 50% positive response to the assessment district petition, even at $220 <br /> per foot. Mr. Service spoke in favor of the proposed policy for Canyon <br /> Road, but agreed with Ms. Roskos that Oakwood should be improved <br /> concurrently with Canyon Road. <br /> Councilman Greenalch advised that at the time the Committee on Substandard <br /> Streets was formed last year in response to specific complaints from Canyon <br /> Road residents over the years and a desire to establish a standard for all <br /> unimproved streets, the Oakwood Neighborhood residents were in the process <br /> of establishing an assessment district. Councilman Greenalch advised that <br /> the policy the Council just adopted gives the City flexibility to create <br /> workable solutions, tailored to each separate situation, based on need and <br /> history; and, the issue of improved streets in the Oakwood Neighborhood <br /> would be taken up with the same vigor and integrity as Canyon Road. <br /> Councilman Greenalch advised it was necessary to solve one problem at a <br /> Regular Meeting Minutes <br /> August 30, 1993 <br /> Page 10 MINUTE BOOK NO. 51 <br /> Page No. 519 <br /> -.-,---.- ,~----_..
