TITLE READ. MIS: CLAIREILA BERGE
RESOLUTION NO. 12069 APPROVING AND AUTHORIZING EXECUTION OF REVOCABLE PERMIT
FOR OCCUPANCY OF THE OLD POLICE FACILITIES
ADOPTED BY UNANIMOUS ROLL CALL VOTE.

-------------------------------------------------------------------------------

B. Substandard and limited right-of-way street improvement policy and I
standards. (806-04, 301-08)

REPORT: City Engineer, August 19, 1993

I
City Engineer Luck presented the staff report and thanked Councilmembers '
Greenalch and Claire for their work on the Council Committee on Substandard
Streets. The goal of the committee was to develop a working policy for
improving substandard streets and determine what the City's contribution
towards those improvements should be. Mr. Luck addressed the issues of
identifying local and collector streets and described the proposed policies
and standards. Mr. Luck advised that only 5% of the City's streets were
considered substandard (excluding certain private roads, abandoned streets
and those in assessment districts) but would cost $40 million to improve to
minimum acceptable levels.

The following citizens asked Council to consider improving the streets in
the Oakwood Neighborhood concurrently with Canyon Road:

Steve Hull, Roble Avenue, Redwood City; and
Thomas Schwartz, Roble Avenue, Redwood City.

Councilman Greenalch explained why the Committee on Substandard Streets was
formed, the history of Canyon Road, the evidence that property owners
participation was accepted by all concerned very early on, and the desire to I
create an equitable policy in accordance with the history and need of the
neighborhood. Councilman Greenalch advised there would be no favoritism,
but since the Oakwood Neighborhood was deep in the process of establishing
an assessment district over the past few years, the process would be I
different. Councilman Greenalch advised that the policy allows leeway for
the Council to assign different percentages to create a way to improve
substandard streets.

Councilmembers discussed flexibility of the proposed policy and standards,
the requirement of a 5/1 vote to increase City's contribution, and the need
for consistency when creating solutions to substandard street improvements.

M/S: GREENALCH/CLAIRE TO APPROVE THE PROPOSED SUBSTANDARD AND LIMITED
RIGHT-OF-WAY STREET IMPROVEMENT POLICY AND STANDARDS

CARRIED BY UNANIMOUS VOICE VOTE.
MINUTE ORDER NO. 93-195

I
------------------------------------------------------------------------------- I

Regular Meeting Minutes
August 30, 1993
MINUTE BOOK NO. 51 Page 9
Page No. 518

----- -~ -~- - --- - - ----_..--------------~ ------.- ---.---------------
