Substandard and limited right-of-way street improvement policy and I <br />standards. (806-04, 301-08) <br /> <br />REPORT: City Engineer, August 19, 1993 <br /> <br />I <br />City Engineer Luck presented the staff report and thanked Councilmembers ' <br />Greenalch and Claire for their work on the Council Committee on Substandard <br />Streets. The goal of the committee was to develop a working policy for <br />improving substandard streets and determine what the City's contribution <br />towards those improvements should be. Mr. Luck addressed the issues of <br />identifying local and collector streets and described the proposed policies <br />and standards. Mr. Luck advised that only 5% of the City's streets were <br />considered substandard (excluding certain private roads, abandoned streets <br />and those in assessment districts) but would cost $40 million to improve to <br />minimum acceptable levels. <br /> <br />The following citizens asked Council to consider improving the streets in <br />the Oakwood Neighborhood concurrently with Canyon Road: <br /> <br />Steve Hull, Roble Avenue, Redwood City; and <br />Thomas Schwartz, Roble Avenue, Redwood City. <br /> <br />Councilman Greenalch explained why the Committee on Substandard Streets was <br />formed, the history of Canyon Road, the evidence that property owners <br />participation was accepted by all concerned very early on, and the desire to I <br />create an equitable policy in accordance with the history and need of the <br />neighborhood. Councilman Greenalch advised there would be no favoritism, <br />but since the Oakwood Neighborhood was deep in the process of establishing <br />an assessment district over the past few years, the process would be I <br />different.
