<br /> 1) General Services Director Ingram presented the staff report and described <br /> the goals of the proposed revised water service program and the Water <br /> Enterprise Fund: a) balance revenues and expenditures; b) provide <br /> annual allocation of $2 million to the Capital Improvement Program; c) <br /> provide $2 million for the Emergency System Reserve; and d) provide an <br /> equitable distribution of costs across the entire water system via <br /> monthly basic charge. Director Ingram thanked Councilmembers Greenalch, <br /> Sanfilipo and Steinfeld, members of the Council Water Committee, and <br /> described the guiding principles adhered to by the Committee, trends in <br /> water service, and a financial overview of the current system and the <br /> proposed program that will result in a well-maintained, well-protected, <br /> equitable water delivery system for Redwood City. <br /> 2) Mayor Buchan opened the public hearing at 8:26 P.M. and invited anyone I <br /> who wished to speak to please do so. <br /> 3) Joe Staudt, Brewster Street, Redwood City, described the problems caused <br /> by broken water mains at Brewster and Iris. <br /> Councilman Greenalch described how the proposed water service program <br /> was designed to solve problems described by Mr. Staudt. Councilman <br /> Greenalch advised that the Water Committee was recommending a moderate <br /> approach to phasing in the new rates, and the proposed program would <br /> allow the City to operate the water services like a business. <br /> 4) MAYOR BUCHAN ADVISED THAT THE PUBLIC HEARING WOULD BE CONTINUED OPEN TO <br /> 1:30 P.M., OR AS SOON THEREAFTER AS POSSIBLE, ON MONDAY, SEPTEMBER 13, <br /> 1993, 401 MARSHALL STREET, REDWOOD CITY. <br /> MINUTE ORDER NO. 93-193 -- <br /> ---------------------------------------------------------------------------------- <br /> 1. MATTERS OF COUNCIL INTEREST <br /> A. Councilman Greenalch reminded everyone about the fifth annual Project Read I <br /> Trivia Bee scheduled for October 22nd at Canada College, and invited his <br /> colleagues to once again form a team to participate in this very, very <br /> successful fund raiser for Project Read of Redwood City. Mayor Buchan <br /> volunteered as did Councilman Greenalch. <br /> B. Vice Mayor Claire and Councilwoman La Berge urged everyone to write to their <br /> state legislators urging a "no" vote on SB 1234 which would allow the state <br /> to take away millions and millions of more dollars from cities and counties <br /> in California to continue to cover their own budget deficiencies. <br /> C. Councilman Sanfilipo led a discussion of appropriate use of official Council <br /> letterhead and the importance of its use for City business only. Everyone <br /> agreed it was permissible to use official stationery to state an opinion as i <br /> long as it was made clear that the author was not speaking for the entire <br /> Council.
