96 ROLL CALL was taken of the new group of students in the Government Affairs Program , with the following present : Group Administrator Brad Bosch , Patty Kehl , Jerry Lindley , Steve MacKenzie , Mike Nisley , and Leslie Twietmeyer . Noted absent were Margaret Divita and Bob Parsons . Mayor Bury explained that the early portion of the meeting was being videotaped , with the equipment being operated by Sequoia High School students , with the film to be used next month at their open house for the benefit of parents , and that eventually it would be shown on Channel 12 . Request of San Mateo County Scavenger Company for consideration of rate increase for garbage and refuse collection . The matter had been continued from meeting of March 1 , 1971 , at the request of the Company ' s representative , and to allow for additional information to be provided to Council , City Manager noted that Council had previously been provided with report on results of internal audit performed by Staff , and that Staff and Attorney for the Company were prepared to respond in the event Council had questions . Mr . Paul F . Kelly , 181 Second Avenue , San Mateo , Attorney for the San Mateo County Scavenger Company , referred to report sub- mitted by Ernst & Ernst in justification of the request , with report by Staff concurring . Mayor Bury indicated support for the request , but questioned the length of time the new rates could be expected to be maintained . Mr . Kelly responded that basis for the request carries through 1972 for proposed and antici- pated wages and hauling costs . He noted the contract permits annual review by either party , and City could ask next year to examine the books to see whether they were within the 7% operating ratio method of profit , As clarifi - cation , he explained that the 7% did not rep - resent clear profit , but 7% margin , and out of that , interest and taxes must be paid . Councilman Petersen expressed concern regarding increasing costs at a time when all levels of government are experiencing tax problems . Mr . Kelly noted that they had requested an increase only twice in the 12 years since 1957 when contract entered into . Mr . Kelly responded to a number of questions by Council , covering comparison of wages paid their operating personnel to other cities in the area ; that an increase of 22% represented an average of 40¢ per month increase to the householder , and their service covers back yard pickup , whereas in some other cities , refuse must be left at the curb for pickup . He commented briefly on compacted refuse , which some businesses are beginning to employ , and which will be negotiated with the individual firms and charges will be based on weight rather than volume .
