96 <br /> ROLL CALL was taken of the new group of students in the Government Affairs <br /> Program , with the following present : Group Administrator Brad Bosch , Patty <br /> Kehl , Jerry Lindley , Steve MacKenzie , Mike Nisley , and Leslie Twietmeyer . <br /> Noted absent were Margaret Divita and Bob Parsons . <br /> Mayor Bury explained that the early portion of the meeting was being <br /> videotaped , with the equipment being operated by Sequoia High School <br /> students , with the film to be used next month at their open house for the <br /> benefit of parents , and that eventually it would be shown on Channel 12 . <br /> Request of San Mateo County Scavenger Company for consideration of rate <br /> increase for garbage and refuse collection . <br /> The matter had been continued from meeting of March 1 , 1971 , at the request <br /> of the Company ' s representative , and to allow for additional information <br /> to be provided to Council , City Manager noted that Council had previously <br /> been provided with report on results of internal audit performed by Staff , <br /> and that Staff and Attorney for the Company were prepared to respond in <br /> the event Council had questions . <br /> Mr . Paul F . Kelly , 181 Second Avenue , San <br /> Mateo , Attorney for the San Mateo County <br /> Scavenger Company , referred to report sub- <br /> mitted by Ernst & Ernst in justification of <br /> the request , with report by Staff concurring . <br /> Mayor Bury indicated support for the request , but questioned the length <br /> of time the new rates could be expected to be maintained . <br /> Mr . Kelly responded that basis for the request <br /> carries through 1972 for proposed and antici- <br /> pated wages and hauling costs . He noted the <br /> contract permits annual review by either party , <br /> and City could ask next year to examine the <br /> books to see whether they were within the 7% <br /> operating ratio method of profit , As clarifi - <br /> cation , he explained that the 7% did not rep - <br /> resent clear profit , but 7% margin , and out of <br /> that , interest and taxes must be paid . <br /> Councilman Petersen expressed concern regarding increasing costs at a <br /> time when all levels of government are experiencing tax problems . <br /> Mr . Kelly noted that they had requested an <br /> increase only twice in the 12 years since <br /> 1957 when contract entered into . <br /> Mr . Kelly responded to a number of questions by Council , covering comparison <br /> of wages paid their operating personnel to other cities in the area ; that <br /> an increase of 22% represented an average of 40¢ per month increase to the <br /> householder , and their service covers back yard pickup , whereas in some <br /> other cities , refuse must be left at the curb for pickup . He commented <br /> briefly on compacted refuse , which some businesses are beginning to employ , <br /> and which will be negotiated with the individual firms and charges will <br /> be based on weight rather than volume . <br />
