97 <br /> Councilman Rhodes questioned whether the raise granted in 1968 had also <br /> been granted by other cities , and Mr . Kelly advised that it had been . <br /> City Manager indicated that the increase requested falls within the ratio <br /> of profit and operations contained in the agreement , and that if Council <br /> no longer wished to live within conditions of the agreement , it would have <br /> to be renegotiated . Mr . Kelly added that , assuming Council refused to <br /> grant an increase , the matter would go to arbitration . He pointed out the <br /> City would get an increase in the administration collection fee . <br /> Councilman Keckley indicated he felt the contract was a good one and did <br /> not believe there was a need for review . He felt the Company had done a <br /> good job for the City . There was additional discussion concerning the need <br /> to develop new techniques for disposal . Mr . Kelly responded to Council <br /> question concerning possible reduction in hauling costs , advising that this <br /> requires long range study , but indicating that his clients constantly in- <br /> vestigate new methods , and whenever it is possible to improve efficiency , <br /> they will do so . <br /> Councilman Keckley moved to adopt RESOLUTION NO . 6483 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT AMENDING AGREEMENT BETWEEN CITY OF REDWOOD CITY AND <br /> SAN MATEO COUNTY SCAVENGER COMPANY RELATING TO INCREASE IN RATES FOR GARBAGE <br /> AND REFUSE COLLECTION SERVICES , seconded by Councilman Petersen . Mayor Bury <br /> commented that in conversations with Staff he was informed of the good <br /> cooperation of this organization , and City Manager agreed , indicating they <br /> did an outstanding job and were quick to take corrective action in the event <br /> of complaints . Further , they were very cooperative with the Auditing Staff <br /> in the preparation of background material for the report . Motion carried <br /> on roll call vote , Councilman Rhodes voting no , and Councilman Weymouth being <br /> noted absent . Councilman Williams noted development of a technique in England <br /> for a burning process , and invited Mr . Kelly or the Scavenger Company to discuss <br /> this with him . <br /> Councilman Petersen moved to introduce Ordinance amending Section 14 . 31 of the <br /> Code of the City of Redwood City relating to the Schedule of Charges for Refuse <br /> Collection Services , seconded by Councilman Keckley and carried , Councilman <br /> Rhodes voting no . <br /> Mayor Bury spoke in reference to the videotaping , just concluding , and felt it <br /> was important to add that Vice -Mayor Keckley was instrumental in getting the <br /> participation of students in the Government Affairs Program and briefly <br /> described the function . <br />
