Contractual assistance of <br /> International Business Machines on "as needed " basis was recommended by <br /> Staff to program the utility billing system as the most economical method <br /> currently available . Maximum cost amounted to $6 , 000 , and funds were <br /> available for transfer to be used for the purpose . Report of Controller <br /> had previously been submitted to Council , which City Manager reviewed , and <br /> in which it had been indicated that there was a shortage of personnel , and <br /> vacancies were not filled pending results of the CPS study for the recom- <br /> mendations . Partly because of this delay , and partly due to difficulty in. <br /> finding persons with the capability needed , conversion to the new computer <br /> has fallen behind schedule . He noted the Data. Processing Supervisor was <br /> present to give technical input . <br /> Councilman Henderson indicated she would like to defer the decision to allow <br /> examination in light of the full budget , and that she would continue to <br /> oppose additional expenditure on the same basis . <br /> City Manager advised that City was in a position now , and additionally since <br /> acquisition of the Friendly Acres Water Company , where the IBM equipment <br /> used over the past years is no longer adequate to do the job , and trying <br /> to continue on that machine will result in greater expense . Data Processing <br /> Supervisor explained that the present configuration of the 360 -20 was <br /> adequate to do the payroll and accounting system , and modification as <br /> previously approved by the City Council is necessary to add the utility <br /> billing . He noted that the conversion would need to be complete by the end <br /> of September , since if there were any delays to cause the programming to <br /> be done at a later time , the decision would have to be made by October to <br /> prepare new pages for meter books to continue on the present system . This <br /> would mean manual preparation of 15 , 000 pages and would be an enormous task . <br /> He estimated that every month ' s delay in converting would cost approximately <br /> $ 1 , 000 . City Manager added that the request was simply for funds to get <br /> the professional assistance of IBM on an "as needed " basis , so that the <br /> 6400 , which is not doing the job , can be eliminated . He also indicated that <br /> what is being requested is professional help to develop programs in order to <br /> take fuller advantage of the computer , until Council makes the decision to <br /> add personnel to the staff who can operate the equipment . <br /> Councilman Keckley moved to adopt RESOLUTION NO . 6484 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT WITH INTERNATIONAL BUSINESS MACHINES CORPORATION FOR <br /> CONSULTING SERVICES IN CONNECTION WITH COMPUTER PROGRAMMING, and RESOLUTION <br /> NO . 6485 TRANSFERRING SUMS OF $ 3 , 600 , $ 900 , and $1 , 500 FROM APPROPRIATIONS <br />
