Contractual assistance of International Business Machines on "as needed " basis was recommended by Staff to program the utility billing system as the most economical method currently available . Maximum cost amounted to $6 , 000 , and funds were available for transfer to be used for the purpose . Report of Controller had previously been submitted to Council , which City Manager reviewed , and in which it had been indicated that there was a shortage of personnel , and vacancies were not filled pending results of the CPS study for the recom- mendations . Partly because of this delay , and partly due to difficulty in. finding persons with the capability needed , conversion to the new computer has fallen behind schedule . He noted the Data. Processing Supervisor was present to give technical input . Councilman Henderson indicated she would like to defer the decision to allow examination in light of the full budget , and that she would continue to oppose additional expenditure on the same basis . City Manager advised that City was in a position now , and additionally since acquisition of the Friendly Acres Water Company , where the IBM equipment used over the past years is no longer adequate to do the job , and trying to continue on that machine will result in greater expense . Data Processing Supervisor explained that the present configuration of the 360 -20 was adequate to do the payroll and accounting system , and modification as previously approved by the City Council is necessary to add the utility billing . He noted that the conversion would need to be complete by the end of September , since if there were any delays to cause the programming to be done at a later time , the decision would have to be made by October to prepare new pages for meter books to continue on the present system . This would mean manual preparation of 15 , 000 pages and would be an enormous task . He estimated that every month ' s delay in converting would cost approximately $ 1 , 000 . City Manager added that the request was simply for funds to get the professional assistance of IBM on an "as needed " basis , so that the 6400 , which is not doing the job , can be eliminated . He also indicated that what is being requested is professional help to develop programs in order to take fuller advantage of the computer , until Council makes the decision to add personnel to the staff who can operate the equipment . Councilman Keckley moved to adopt RESOLUTION NO . 6484 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT WITH INTERNATIONAL BUSINESS MACHINES CORPORATION FOR CONSULTING SERVICES IN CONNECTION WITH COMPUTER PROGRAMMING, and RESOLUTION NO . 6485 TRANSFERRING SUMS OF $ 3 , 600 , $ 900 , and $1 , 500 FROM APPROPRIATIONS
