101 <br /> needed for the Freiendly Acres area . City Manager noted that decision this <br /> was needed was made at the time it was included in the Budget , and added that <br /> the City is having ever- increasing problems with maintenance in Friendly Acres , <br /> and that it was becoming a major effort to keep the system operable . Most <br /> problems were petty , but time - consuming , and on small lines . He also reported <br /> that preliminary studies have begun at Staff level for laying out boundaries , <br /> etc . , toward presenting proposal for formation of a General Improvement District <br /> similar to other GIDs in the City to bring the system up to standards , <br /> Mayor Bury questioned whether there would be a serious disadvantage in deferring <br /> action . City Manager responded he did not know the exact condition of the <br /> present equipment , and if Council preferred to wait one week , he would have the <br /> answer . <br /> Councilman Keckley moved to continue the matter for one week (April 19th ) for <br /> response to questions raised , seconded by Councilman Henderson and carried . <br /> (MINUTE ORDER #71 - 62 ) <br /> Councilman Petersen moved to adopt RESOLUTION NO , 6486 ELIMINATING CERTAIN <br /> HERETOFORE ESTABLISHED STOP ENTRANCES , seconded by Councilman Rhodes . Traffic <br /> signals at Whipple Avenue and Arguello Street had been placed in operation on <br /> March 24 , 1971 , eliminating necessity for stop signs to control traffic at <br /> that intersection , Motion carried on roll call vote , Councilman Weymouth being <br /> noted absent . <br /> Councilman Williams moved to adopt RESOLUTION NO , 6487 CONSENTING TO ASSIGNMENT <br /> OF LESSEES ' INTEREST IN AND TO CERTAIN CITY-OWNED PROPERTY IN THE VICINITY OF <br /> VALOTA ROAD AND COMMUNITY PARK, seconded by Councilman Keckley . Lease agreement <br /> provided that lessee may assign the lease of this dwelling , subject to approval <br /> by City . City Manager ' s report to Council of April 2nd had advised that present <br /> lessee had requested this action, and approval was recommended by Staff . Present <br /> lease would expire July 1 , 1971 , and it was noted the present tenants were aware <br /> of the requirement for this to go to bid .
