105 <br /> Councilman Keckley moved to approve , as mailed , Minutes of Regular Meeting of <br /> April 12 , 1971 , and Minutes of Executive Session of April 12 , 1971 , seconded <br /> by Councilman Williams and carried , Councilman Weymouth abstaining , having <br /> been absent , <br /> ROLL CALL was taken of the students in the Government Affairs Program , with the <br /> following present : Brad Bosch , Patty Kehl , Jerry Lindley , Steve MacKenzie , <br /> Mike Nisley , Bob Parsons and John Beyer . Absent were Margaret Divita and <br /> Leslie Twietmeyer . <br /> Mayor Bury informed Council that the next monthly meeting of Council of Mayors <br /> would be on Friday (April 23 ) and requested that they bring to his attention <br /> any matter of interest on the agenda , and that he would make arrangements if <br /> any cared to attend the meeting . <br /> Mayor Bury presented a Certificate of Merit to John Yoshida , Assistant Park <br /> Superintendent , whose resignation was effective April 25 , 1971 , to accept <br /> a position as Park & Recreation Superintendent for the City of Modesto , and <br /> expressed congratulations and good wishes on behalf of Council and City . <br /> Mr . Yoshida responded with appropriate comments . <br /> PUBLIC HEARING , Resolution of Intention of Planning Commission to amend Zoning <br /> Ordinance , relating to front , side and rear yards in residential districts , <br /> and definitions , declared open and affidavits of publication ordered filed , <br /> William Rodgers , of Leslie Properties , 617 Veterans <br /> Blvd . , indicated he had appeared before Planning <br /> Commission at their public hearings , and that some <br /> of the members felt it would be worthwhile if he would <br /> state his position before Council as well . He was <br /> impressed with the length of time matter had been <br /> before public , providing enough time to understand <br /> a complicated change in a complicated set of regulations . <br /> It was recognized additional controls would be imposed <br /> on developers and builders , but would also permit oppor- <br /> tunity for creativity in design . He recommended to <br /> Council that the changes be put into effect and felt <br /> this was progressive legislation . <br /> W . G . Phoenix , Attorney , 3060 Broadway , expressed <br /> concern as to consequences of the changes as they <br /> would apply to owners of small lots zoned for multiple <br /> dwellings , and indicated he had not known of the pro - <br /> posal and that there should be additional hearings . <br /> Mayor Bury responded that interest by the public is always welcome , and discussed <br /> the noticing procedures briefly . Councilman Henderson also pointed out that City <br /> goes to some expense in publishing its notices , using a bolder type for headings <br /> than the standard in order to bring them to the attention of the public . Also <br /> that the subject has been under discussion in the Planning Commission over a <br /> lengthy period of time . Councilman Keckley added that the proposed changes <br /> would permit more dynamic ways of developing property than before , since under <br /> the present ordinance there is a requirement to maintain at least 201 front and <br />
