125 Councilman Henderson indicated she would like to see project limited to TOPICS funds , so that Gas Tax money would not be committed . Deputy Director of Public Works explained that this could not be done , and explained the requirement for having matching money available . Some of the Councilmen indicated that they would prefer not to have to vote on the matter at this meeting , and following additional discussion , Councilman Weymouth withdrew his original motion and substituted a motion to continue the item to May 17 , 1971 , in order that more information might be obtained , seconded by Councilman Keckley and carried . Councilman Williams moved to adopt RESOLUTION NO , 6495 AUTHORIZING EXCHANGE OF REAL PROPERTY IN CONNECTION WITH PROPOSED CONSTRUCTION OF PUBLIC IMPROVEMENTS (RO LISON ROAD EXTENSION ) , seconded by Councilman Petersen and carried on roll call vote . Submission of ANNUAL BUDGET, Fiscal Year 1971-1972 . Preliminary budget was distributed at this time to Council to allow review prior to public hearing on June 14, 1971 . City Manager read into the record his annual Budget message , which is contained in the budget . It was indicated copies of the preliminary budget would be on hand for use by public during study sessions . Councilman Henderson moved to adopt RESOLUTION NO . 6497 SETTING TIME AND PLACE OF PUBLIC HEARING ON ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1 , 1971 - JUNE 30 , 1972 ; ORDERING PUBLIC NOTICE BE GIVEN OF SAID HEARING AND OF THE FACT THAT COPIES OF SAID PROPOSED BUDGET ARE AVAILABT,F FOR PUBLIC INSPECTION IN THE OFFICE- OF THE CITY CLERK, seconded by Councilman Williams and carried on roll call vote .
