The locations selected , after survey of entire City , were considered <br /> to be those where improvements were most needed for correct flow of traffic . <br /> Because of the College and increasing traffic , it was believed necessary to <br /> improve traffic flows in that area because of the potential for serious <br /> accidents . <br /> Councilman Henderson felt there were numerous other areas which have traffic <br /> problems , and did not consider Farm Hill Boulevard to have the highest priority . <br /> She named intersections at Edgewood Road and Alameda, Whipple and Alameda, and <br /> need for improvements in downtown area . <br /> Deputy Director of Public Works explained that the Jefferson-Alameda inter- <br /> section was included as part of the over-all Alameda plan , and this would be <br /> the first stage , and further , this intersection is the only thing definite in <br /> that plan , and has been set up as the ultimate design for that intersection . <br /> Police Chief indicated that the plans for intersections on Alameda at Edge - <br /> wood Road and at Whipple Avenue are a year away , and to include them now in <br /> improvement program would be wasteful since the intersection might eventually <br /> be by-passed . <br /> There was additional discussion concerning funding , and City Manager advised <br /> that a change in ground rules had brought about a change in the original <br /> intention , which was to accumulate funds over a period of time until there <br /> was enough for a substantial project . Now the program required determination <br /> by June 1 . <br /> Councilman Petersen reported on a meeting he attended of the League of Cities <br /> Transportation Committee on April 16 , and this item was the topic of conver- <br /> sation . He learned that over a two-year period , the Federal Goverbment had <br /> authorized in the neighborhood of $22 million each year to the State of <br /> California . Out of this approximately $40 millions , 3 . 5 million dollars was <br /> actually approved for expenditure . The Director of Public Works in Los Angeles <br /> indicated they had processed and approved 45 requests for use of TOPICS money, <br /> but only three were approved, and as of the day of the meeting , no money had <br /> been received for those . A resolution was adopted at that meeting to ask the <br /> Federal Government to change the TOPICS program , at least in California, to <br /> the effect that it be similar , insofar as qualifications and authorization <br /> for expenditure, as Gas Tax Funds , so that money can be put to use . He <br /> suggested this resolution be referred by Council to the Legislative Committee <br /> and brought back for action . <br />
