I4-13 <br /> In their comments , Council suggested that the Commission should be prepared to <br /> educate the Mexican community that it is against the law to harbor illegal <br /> immigrants . Also that within its own report were recommendations and suggestions <br /> which could be applied by the Commission , and in addition, some of the recom- <br /> mendations made already were being assumed by the City . <br /> Councilman Henderson moved to decline the recommendations proposed by the San <br /> Mateo County Human Relations Commission, and proposed to continue to work <br /> through Redwood City Neighborhood Development Council to improve communications <br /> and understanding between City ' s Police Department and Mexican-American resi- <br /> dents through direct meetings of representatives of both groups , and to include <br /> HRC representatives in those meetings . Motion was seconded by Councilman <br /> Keckley and carried . ( MINUTE ORDER #71-74 ) <br /> Mayor Bury ordered a ten-minute recess at 8 : 50 P .M . <br /> "TOPICS " Program ( Federal- financing program for Traffic Improvements in City ) <br /> On June 30 , 1970 , City enetered into agreement with County for preparation of <br /> area-wide " TOPICS " plan , prerequisite to participation in Federal funding under <br /> this program . In conjunction , State subsequently submitted a Master Agreement <br /> providing for administration of the program with the City . Staff recommended <br /> Council approval of designated improvements proposed for City ' s appropriation <br /> in Budget , F .Y . 1971-1972 , and approval of the State Master agreement . <br /> Councilman Weymouth moved to adopt Resolution declaring intended use of Federal <br /> TOPICS Program funds and requesting approval thereof by the State of California, <br /> seconded by Councilman Keckley , <br /> Councilman Weymouth noted three of the selected projects were on Farm Hill <br /> Boulevard and on Jefferson-Alameda, and questioned whether these were areas <br /> where funds were most needed to be spent , and the reason those particular <br /> locations were selected . <br /> City Manager responded these were areas selected by the Traffic Committee and <br /> agreed to by Staff because TOPICS program put into effect at those locations <br /> would derive the maximum benefit . If TOPICS money were used at intersections <br /> where State highways are involved, such as El Camino Real, the State would <br /> claim credit for TOPICS funds for whatever " legs " in which they normally <br /> participated . The proposed improvements were all within City jurisdiction , <br /> which would enable claiming full credit for TOPICS money . <br /> Police Chief , Chairman of the Traffic Committee , advised that the Committee <br /> felt improvements on El Camino should be the primary target for signalization <br /> and channelization , but in order to take advantage of the TOPICS Program, funds <br />
