Mayor Bury read into the record his report to Council on this <br /> presentation , in which it was indicated the spokesman for the group would be <br /> asked to limit his comments to fifteen minutes , that Council was familiar with _�- <br /> the recommendations of the group and were acquainted with the transcript of <br /> previous hearings . <br /> Mr . Frank Spadarella indicated that as a member of <br /> Human Relations Commission, he wanted to bring <br /> formally before Council some of the findings as a <br /> result of a series of investigations conducted <br /> last August , in which the Redwood City Police <br /> Department cooperated with the U . S . Immigration <br /> and Naturalization Service Agents in investigations <br /> involving a number of homes chiefly in the Mexican- <br /> American community , Shortly thereafter, the Com- <br /> mission received a number of complaints from <br /> residents . He indicated the Commission was formed <br /> to serve as a clearing house to act as mediator in <br /> this type of situation . The Commission appointed <br /> a committee to investigate , two members of which <br /> were present , Mr . Leonard Thomas , and Mr . Gilberto <br /> De La Rocha . A hearing was later held and it was <br /> felt in some instances the rights of some residents <br /> were violated , and that lack of communication <br /> facilitated the misunderstandings . He reviewed the <br /> ten points in the Committee ' s written report , and <br /> invited Council to interrupt if there should be a <br /> question . ( For full text , see City Clerk ' s file - <br /> Human Relations Commission . ) <br /> Council asked Mr . Spadarella to respond to a number of points , with which he <br /> complied . In his comments he indicated it was a recommendation of the Com- <br /> mission that emphasis should be placed on some type of program for open dia- <br /> logue between Police and Spanish-speaking community and an education program <br /> to instill respect for Police Department . <br /> It was felt by Council , having read the testimony, that it was difficult to <br /> understand how the list of recommendations could have evolved in view of <br /> responses in the transcript to the complaints . It was also felt they would <br /> not serve the purpose of promoting better understanding . It was also noted <br /> there were two reports by the Commission , neither of which was signed nor <br /> having a transmittal on the Commission ' s letterhead . Mr . Spadarella indicated <br /> the report with 10 recommendations was intended for the Redwood City Police <br /> and the one with fifteen was for information only, relating to the Immigration <br /> and Naturalization Agents , and acknowledged there should have been a cover <br /> letter to that effect . <br /> Mr . De La Rocha spoke of harrassment of the Mexican- <br /> American in the southwest and indicated the conscious- <br /> ness of threat of arrest or deportation . He commented <br /> on some of the complaints reported to him in the course <br /> of his investigation as member of the Committee . He <br /> expressed the hope for better harmony . <br />
