493 <br /> Councilman Rhodes moved to introduce Ordinance amending the Zoning Map to rezone <br /> property from "TP (Tidal Plain) District to "GI " (General Industrial ) District , <br /> located in unsubdivided lands of Leslie Salt Co . , adjacent to Redwood Creek , <br /> and adjacent to and westerly of Leslie Salt Pile , seconded by Councilman <br /> Keckley , and carried . <br /> PUBLIC HEARING , Appeal of DOLLINA BLOMQUIST RAYER from granting by the Planning <br /> Commission of a Variance to Sections 9 . 9 ( c ) , 9 . 10 and 32 , 2 (b) of Ordinance No . <br /> 1130 , to William H . Royer to permit a 4i-unit apartment complex for the elderly <br /> where 38 units are allowed , to permit rear yard of 10 feet where 15 feet is <br /> required , and to permit 22 parking spaces where 55 are required , in an "R-4 " <br /> (Multi - family - Medium Density) District , 942 Cleveland Street , declared open <br /> and affidavits of publication and mailing ordered filed . <br /> Planning Commission at its meeting of December 22 , 1970 , granted the Variance , <br /> modified from the original application which had requested a rear yard of 8 <br /> feet and 15 parking spaces , subject to several conditions . <br /> Appeal has been filed on the basis of objection to reduced parking space <br /> requirements , increased density and reduction of rear yard setback . <br /> Communications had been received from the following : Dollina Blomquist Rayer , <br /> 526 Lincoln Avenue , Redwood City ; Mrs . Barbara Bacon and Mr . Ralph Martini , <br /> 525 Vera Avenue , Redwood City ; and James B . Milam, 458 Lincoln Avenue , <br /> Redwood City . <br /> Richard Gardella 541 Jefferson Avenue , Redwood City , <br /> representing Appeallant , and partially representing <br /> other residents in the area , stated that they do not <br /> oppose an apartment house on this particular site . They <br /> do oppose the variance , principally the variance on <br /> parking requirements and the variance in the number of <br /> units in excess of the permitted number , Technically <br /> speaking , they are objecting on the basis of the failure <br /> of the Planning Commission to make findings of fact <br /> necessary to grant a variance . He pointed out their <br /> belief that the provisions of the Zoning Ordinance do <br /> not permit these variances , and that granting the <br /> variances in this instance constitutes a special <br /> privilege . He also called attention to recent changes <br /> in the Zoning Ordinance reducing the density in this <br /> area . He presented a petition with 137 signatures , <br /> and a map showing the lots in the area owned by the <br /> people who have signed the petition . He also presented <br /> photographs of similar housing for the elderly which he <br /> said showed that parking space was utilized , and <br /> illustrated green areas which are needed in housing <br /> developments for the elderly . <br /> City Attorney requested that the Applicant ' s pictures be marked Exhibits 1 <br /> and 2 , the Petitions , Exhibit 3 , and the Plat , Exhibit 4 , and entered into the <br /> record . <br />
