Robert Costello , attorney for Lockheed Missiles & <br /> Space Company , stated that the proposed structure is <br /> approximately J400 x 200 feet outside dimensions , interior <br /> dimensions approximately 80 , 000 cubic feet with a height <br /> of the salt pile . This requested rezoning would be an <br /> extension of the existing General Industrial zone in <br /> the area . He also stated that there would be no special <br /> or hazardous or undesirable processes used on the site <br /> and there would be no discharge of any by-products or <br /> pollutants into either the atmosphere or the water <br /> or the surrounding land . There will be no explosives <br /> or flammable material . The principal activity would be <br /> fabrication of metal in connection with research and <br /> development of ocean- related products . There will be no <br /> adverse ecological or environmental effects from the <br /> proposed use . <br /> Mayor Bury questioned Staff relative to changing zoning from Tidal Plain <br /> to General Industrial to accommodate this unique use as opposed to changing <br /> Tidal Plain to incorporate this kind of activity . He questioned opening up <br /> the whole area to the variety of uses permitted in General Industrial . <br /> Planning Director replied that no consideration was given to changing <br /> Tidal Plain to allow any kind of manufacturing . Recognition was given <br /> to the fact that once the zone is changed , whatever that zone allows would <br /> be allowed regardless of what the original intention might have been . <br /> The Commission also considered which zoning would be most appropriate and <br /> where the most appropriate location would be for General Industrial within <br /> the City . These same kinds of uses are allowed in the General Industrial <br /> District along Harbor Boulevard and in the Port . Commission concluded that <br /> this was a proper place for activities allowed in the General Industrial <br /> District . <br /> Mayor Bury indicated he was concerned with conditional uses as opposed to <br /> permitted uses . He would want record to indicate that there is a difference <br /> between those uses and that the permitted uses would be broad enough to <br /> accomodate this proposal . Conditional uses are broader than he would want <br /> them to be without knowing more about the project than is known . Record <br /> should show it is not the intention to open it up . <br /> Planning Director stated that as it was represented to the Commission , the <br /> proposed use would not require a use permit . The conditional uses would <br /> require a use permit and there would be opportunity to test the appropriateness <br /> of the uses at the time of application for a Use Permit . <br /> Public Hearing was closed on motion by Councilman Petersen , seconded by <br /> Councilman Keckley , and carried . <br />
