4[ 91
the new Woodside drainage . Staff has substantial amount of research to do on
this . County did contribute to cost of the oversizing of the Woodside box ,
but it is City ' s understanding that the Sequoia Tract would draw water into
the Woodside box from the Atherton area and from the substantial unincorporated
area behind and beyond Atherton . City ' s concern is that if they draw in this
large an area whether the downstream improvements in El Camino are capable of
handling this overload which might come in from Atherton and from the County .
Before this matter is brought to Council , the long-range implications will
have to be determined .
Returning to discussion of the Hoover Pool project , Councilman Keckley inquired
if the outside lighting problem had been solved . Manager reported the problem
of outside lights within the enclosure has been solved , but the problem of
outside lights outside the enclosure has not . This is a continual policing
problem against vandalism . Councilman Keckley inquired about the vacuum pump
problem . Manager stated this has not been solved , but is being worked on .
Mayor Bury advised that the Bay Area Social Planning Council , through the Council
of Mayors of San Mateo County , is proposing some new ordinance legislation for
zoning to accomodate some of the needs that continue such as rest homes ,
convalescent homes , foster homes , and that type of facility throughout the County
and particularly in the City , and also relating to the further question of housing
mix proposed by Council . He appointed a committee of Council to participate
with Planning Commissioners to examine new ordinances that are being proposed
and report back to Council with recommendations . The following were appointed
to the committee : Councilmen Keckley , Chairman , Henderson , and Petersen .
(Memo 1 - 12 - 71 )
PUBLIC HEARING , Application of LOCKHEED MISSILES & SPACE COMPANY to amend the Zoning
Map to rezone property from "TP " (Tidal Plain) District to "GI " (General
Industrial ) District , located in unsubdivided lands of Leslie Salt Co . , adjacent
to Redwood Creek , and adjacent to and westerly of Leslie Salt Pile , declared
open and affidavits of publication and mailing ordered filed .
Applicant requested rezoning of a 54-acre parcel of land in order to construct
an interim facility for fabrication of marine hardware . Planning Commission at
its meeting of December 22 , 1970 , recommended approval by Council of the
rezoning .
Planning Director briefly explained Planning Commission ' s approval of the request .
Council questioned concerning the physical appearance of the proposed structure .
