491) Parking Meter Conversion Program has been completed . A substantial amount of vandalism occurred during conversion . Merchants are assisting in trying to determine who is involved in the vandalism . Fair Oaks Community Facility . There has been no official response yet . Did meet deadline and it is being reviewed by the San Francisco office . Charley Brown Restaurant . City has received the first ground rental check from this facility . Reports are that it is doing very well . Water Quality Control Board Monitoring Program . Plans and specifications are being drawn for this new instrumentation that is being required by the Board . San Carlos is being required to do the same basic self-monitoring program . These specifications will be brought to Council with a request for an ordinance to provide for the funding of this program . In long run this may be a beneficial program to the City in that it will establish permanent records of the degree of treatment being carried out and may be of great value in substantiating performance . Hoover Pool is back in operation . Magnesium anodes have been installed and it is hoped this will solve the corrosion problems . Deficiencies in interiors of bath houses have been corrected . In response to question by Mayor Bury concerning the Farm Hill slide area , City Manager stated that in this last period of wet weather , City has been watching the Farm Hill slide situation . City ' s position is that the legal obligation has been met . However , on the City property which might be involved , the North side of the slope is under observation . Arrangements are being made to discuss with the owners the one house at the foot of the slide area to determine the long- range plans for this house . Report will be made to Council after the meetings with the owners . (Memo 1- 12 -71 ) City Manager reported San Mateo County Board of Supervisors has requested permission to exercise extraterritorial jurisdiction to permit an assessment district to be formed for the Sequoia Tract storm drainage system . This would permanently solve the problem City has had with open ditch back of Nimitz which in recent wet weather caused some rather disastrous flooding in the homes in the Atherwood Tract . There are eleven parcels within the City of Redwood City which would be included within this assessment district . There would be no assessment against any of these eleven parcels , however .
