4R9 <br /> Continuing with Community Progress Report , City Manager informed Council that a <br /> short slide presentation on factory-built housing had been arranged by <br /> Mr . Charles Moody , secretary of the Planning Commission , for the benefit of <br /> both Council and Planning Commission . Mr . Moody introduced Omer Baltan , <br /> Vice -President - Architecture , and Dimitry Vergun , Executive Vice -President - <br /> Engineers of DUKOR Modular Systems , Inc . , a local Redwood City-based firm , <br /> who showed slides of work being done at their plant in Gilroy and of completed <br /> housing structures . In response to questions , Council was advised that the <br /> houses have 1186 square feet and cost $14 , 500 not including land . Also , that <br /> since April , they have designed and obtained approvals from seven different <br /> communities in the Bay Area , including Santa Rosa , Watsonville , Gilroy , <br /> Mountain View , and Santa Clara . It was also indicated that their products <br /> are approved by the State through the State Factory Housing Law and they have <br /> in-plant quality control that is audited by the State , so they have no problem <br /> meeting all the codes . Also , they are a union shop ( Sheet Metal Workers <br /> Local 358) . The structures are insulated with fiberglass in both walls and <br /> ceilings and have complete caulking and weatherstripping . In addition to the <br /> architectural and engineering services offered , the firm is a general contractor <br /> and has unlimited bonding capacity . They have basically three markets . In <br /> addition to private developers , they have been approved by the Farm Home <br /> Administration for their rural subsidized program which is similar to FHA 235 <br /> and 236 home ownership and rental subsidy , and they are also bidding and getting <br /> actively involved with housing authorities in the various Bay Area cities . <br /> Councilman Keckley commented that this topic is quite timely . There is a <br /> problem in Redwood City relative to moving houses within the City limits . Any <br /> house moving project has to come before Council for approval . The Ordinance <br /> Review Committee has this topic on the agenda to discuss possible changes in <br /> the ordinance so that each move would not have to come before the Council . <br /> Councilman Henderson commented on the potential for this kind of housing in <br /> Redwood Shores and suggested that all avenues be examined to make sure that a <br /> mixed housing offering is made in the project and in the whole community . <br /> City Manager reported briefly on balance of community projects as follows : <br /> Woodside Road Medians . Designs are well under way and will be finished long <br /> before State has officially accepted the work and will permit City to start <br /> the landscapings . Plans will be brought to Council again along with renderings . <br /> Observation Deck - Marina . Progressing very well . Weather has held up <br /> construction , but basic foundations are in, planters are in , and timbering <br /> work should be started this week . <br />
