134 <br /> Account 482 - Community Promotion : <br /> Mayor Bury noted that Peninsula Celebration Association had indicated to <br /> him that their operating expenses were considerably more than their income , <br /> and they would appreciate City support to the extent of the cost of fire- <br /> works . It was the consensus of Council that this was an obligation of <br /> City and the costs were increased , and that the fireworks should be con- <br /> tinued , but Council should be furnished a financial statement before making <br /> any increase in the contribution . Account 482 approved , withholding final <br /> acceptance of PCA item until Council is furnished a financial statement <br /> of last two years and indication of actual cost of fireworks . <br /> Account 483 - Elections : <br /> In response to question , City Clerk advised that amount budgeted should be <br /> sufficient in case Charter amendments included in election next year . Mayor <br /> Bury noted some changes in Charter would be necessary , and these should be <br /> considered after the Budget sessions were completed . Account 483 approved <br /> as submitted . <br /> Account 485 -. Employee Retirement : <br /> Mayor Bury expressed concern for those people who retired many years ago <br /> who receive small amounts , and felt that Council should be aware and <br /> respond in the budget to meet these needs , if possible . City Controller <br /> called attention to 1968 amendment whereby an agency could amend contract <br /> to provide cost of living allowances for employees who retired prior to <br /> January 1 , 1967 , which would amount to 2% to 12% increase , depending on <br /> the length of time they have been retired . Since January 1 , 1967 , the <br /> increases are automatic . If Council decided to grant this increase , the <br /> cost would be $16 , 630 per year , which would come out of the amount budgeted <br /> for other Contractual Services , leaving a balance of approximately $9 , 000 <br /> in this account . <br /> Councilman Petersen moved to include in this year ' s Budget provisions for <br /> effecting the necessary changes to grant increases to those employees who <br /> retired prior to January 1 , 1967 , seconded by Councilman Henderson , and <br /> carried . Account 485 approved, with supplemental recommendation . <br /> Account 486 - Other Non-Departmental Expenses : <br /> Approved as submitted . <br /> Account 489 - Budgeted Reserves : <br /> Discussion deferred until later in Budget consideration . <br />
