134 Account 482 - Community Promotion : Mayor Bury noted that Peninsula Celebration Association had indicated to him that their operating expenses were considerably more than their income , and they would appreciate City support to the extent of the cost of fire- works . It was the consensus of Council that this was an obligation of City and the costs were increased , and that the fireworks should be con- tinued , but Council should be furnished a financial statement before making any increase in the contribution . Account 482 approved , withholding final acceptance of PCA item until Council is furnished a financial statement of last two years and indication of actual cost of fireworks . Account 483 - Elections : In response to question , City Clerk advised that amount budgeted should be sufficient in case Charter amendments included in election next year . Mayor Bury noted some changes in Charter would be necessary , and these should be considered after the Budget sessions were completed . Account 483 approved as submitted . Account 485 -. Employee Retirement : Mayor Bury expressed concern for those people who retired many years ago who receive small amounts , and felt that Council should be aware and respond in the budget to meet these needs , if possible . City Controller called attention to 1968 amendment whereby an agency could amend contract to provide cost of living allowances for employees who retired prior to January 1 , 1967 , which would amount to 2% to 12% increase , depending on the length of time they have been retired . Since January 1 , 1967 , the increases are automatic . If Council decided to grant this increase , the cost would be $16 , 630 per year , which would come out of the amount budgeted for other Contractual Services , leaving a balance of approximately $9 , 000 in this account . Councilman Petersen moved to include in this year ' s Budget provisions for effecting the necessary changes to grant increases to those employees who retired prior to January 1 , 1967 , seconded by Councilman Henderson , and carried . Account 485 approved, with supplemental recommendation . Account 486 - Other Non-Departmental Expenses : Approved as submitted . Account 489 - Budgeted Reserves : Discussion deferred until later in Budget consideration .
