135 Account 510 - Police Protection : Councilman Henderson questioned whether the amounts of $7 , 500 and $8 , 000 mentioned for Police Youth Club represented two different requests . City Controller advised they were the same , one figure having been rounded off to $8 , 000 . There was discussion concerning whether or not the Police Youth Club could appropriately be included in the Recreation Department . It was the general feeling that it should not be a part of the Recreation Department , -and that as a part of the Police Department served a good purpose in the community . However , it was felt that arrangements should be made to relieve Police Officers of the responsibility for managing the Club . Police Chief commented on the expenses of the Club , and the merits , but felt that Council should authorize a thorough study by a professional group to determine future direction Police Department should take with respect to the Police Youth Club . An in-depth study by professionals in this field would draw on the experience of other communities . Councilman Henderson moved to include $7 , 500 in this Budget for the Police Youth Club , eliminating the $8 , 000 under Other Contractual Services , with the understanding the $7 , 500 would help finance the study requested by Police Chief , seconded by Councilman Williams , and carried . This would reduce the total Budget by $500 . Councilman Henderson questioned the �- inclusion of both Chief and Deputy Chief in Conferences and Travel . City Controller stated it was felt that in order to give broader depth of know- ledge Deputy Police Chief and Deputy Fire Chief should attend conferences . Account 510 approved , with adjustments noted . Account 530 . Fire Protection : Account approved as submitted . Account 531 - Civil Defense : Account approved as submitted . Account 550 - Building Regulations : Councilman Henderson was concerned about the need to hire two building inspectors and questioned whether figure for revenues from construction was based on L_ estimated or actual . City Controller advised that present construction starts and plans now coming in to Building Department indicate the $20 , 000 , 00 is a realistic figure , and the Building Inspectors are needed now .
