136
Account 601 - Engineering and Administration :
City Manager was requested to review and comment on the recommendations for
deletions in this Department . Councilman Rhodes moved that the position of
Director of Public Works be deleted . Motion died for lack of a second . It
was the City Manager ' s recommendation that large engineering projects be
done by private contractors . In response to question by Mayor Bury , he
stated that the City ' s engineering staff would be prepared to undertake
such projects as relocating curbs and sidewalks in the event such a pro -
ject developed , for example , in downtown Redwood City . Councilman Petersen
strongly supported retaining the position of Director of Public Works , as
did the City Manager . Mayor Bury commented this is consistent also with
information furnished by Council to Griffenhagen-.Kroeger . Account 601
approved as submitted, with Councilman Rhodes dissenting regarding the
position of Director of Public Works .
Account 630 -- Streets and Storm Drains :
Mayor Bury inquired about report requested by Council regarding safety of
design of grates in City . City Manager reported Department of Public Works
will have report in next few days . In discussion of street sweeping
activities , Mayor Bury wondered if some overtime schedule could be worked
out for taking care of downtown Redwood City . Councilman Henderson indi-»
cated Chamber of Commerce recognizes the problem is partly fault of
merchants and will make effort to request merchants not to sweep debris
onto sidewalks and streets . Account 630 approved as submitted .
Account 710 - Park Department :
Mayor Bury commented on the possibility of hiring senior citizens to do
light work in maintaining small park plots , stating he believed many of
these people would enjoy this kind of work . Councilman Henderson felt
comments from Staff should be sought , with particular reference to any
drawbacks in this type of agreement . City Manager cited liability as one
of the major drawbacks . Mayor Bury asked City Manager for a report on this
possibility . City Manager then commented on plans to develop a combined
Park and Recreation Department , with a Director of Parks and Recreation .
Under the Director would be the Superintendent of Parks and the Superinten-
dent of Recreation . This recommendation has the support of the Park and
Recreation Commission . He urged Council to set up the combined department
effective July 1 , 1971 , which would require a change in job title in this
budget . City Manager was requested to submit a detailed recommendation
in a written report to Council .
