Vernon Harris , 16 Canyon Oak Drive , <br /> San Rafael , attorney representing the <br /> applicant , advised he would be available <br /> to respond in the event Council had questions . <br /> In the discussion , it was determined that the number of lots to be served <br /> would be five or fewer . City Attorney added that technically , the number of <br /> lots is not limited , but the resolution would restrict the number of sewer <br /> connections . It did not specify that the dwellings would be single -family , <br /> and applicant was invited to amplify . <br /> Mr . Harris indicated it was his understanding <br /> the area was zoned by the County for single - <br /> family . <br /> City Manager pro tem confirmed this , and advised that nothing else could <br /> be developed on this property without a zoning change .
