154 <br /> OF SAID EASEMENTS , seconded by Councilman Rhodes , Staff report indicated <br /> the easements were required during construction of Farm Hill Boulevard , <br /> but the improvements having been completed , they are no longer necessary <br /> to the City , Motion carried on roll call vote . <br /> Report and recommendation of City Council -Planning Commission Housing Concerns <br /> Committee . <br /> Councilman Keckley , Chairman of the Committee , read the full text , and <br /> moved to introduce , Ordinance Declaring a Need for a Redevelopment Agency <br /> to Function in the City of Redwood City and Declaring the Council of Redwood <br /> City as the Agency , seconded by Councilman Henderson , <br /> Councilman Keckley reported their Committee , which had been appointed by <br /> Council to bring back recommendations , had held two meetings , and an ordinance <br /> had been drafted which they were now asking Council to pass . As a Redevelopment <br /> Agency , the Council would be in position to encourage and coordinante all urban <br /> coalition projects , some of which are presently going on , including housing <br /> for elderly . In addition , the Committee recommended that the Mayor appoint a <br /> committee under the Housing Authority , composed of. three Councilmen , three <br /> Planning Commissioners , and three representatives of the public -at -large , to <br /> bring recommendations to Council . It would not be the intent of the Committee <br /> to usurp the authority of the County Housing Authority , or imply they are not <br /> doing a good job . Hopefully they will be able to coordinate all projects and <br /> bring about a balanced community . <br /> Mr . Laird Brown , 15 Atherwood , questioned why <br /> there was no mention of a "housing authority " . <br /> Councilman Keckley informed him that under the Agency , Council can act in <br /> that capacity . Mayor Bury noted that the Housing Concerns Committee had <br /> been in existence for some time , and had been set up to address itself to <br /> zoning changes to perhaps bring about a better balance . With reference to <br /> designating a "housing authority " , the County already had such an activity, <br /> under the same State law , and attempting to compete would only limit their <br /> capability . <br /> Mrs . Zuma. Francis , member of Board of Directors , <br /> PROBE Community Center , presented a statement <br /> adopted by a group of residents requesting creation <br /> of a joint community redevelopment agency and <br /> housing authority , with a board composed of rep - <br /> resentatives of Council , Planning Commission , and <br /> low- income community . ( Statement entered into <br /> record as Exhibit A ) <br /> Steve Yaeger , 749 Hillcrest Drive , for "Joint <br /> Strategy and Action " committee , expressed support <br /> for the proposed Ordinance , and recommended <br /> formation of an advisory committee represented <br /> by Council and members of low- income community . <br />
