Francis described some of the problems of <br /> senior citizens . <br /> Dave Walker , 126 Cypress Street , indicated he <br /> would like to see more than just a redevelopment <br /> agency, and that under a housing authority , the <br /> needs of the people could better be taken care <br /> of . <br /> Mayor Bury commended Mr . Walker for his effort to dramatize the needs of the <br /> low- income community and expressed the hope circumstances would be improved . <br /> Councilman Petersen advised he would oppose the Ordinance , indicating he <br /> recognized the problem , but did not feel this was the solution . He felt that <br /> redevelopment projects throughout the United States had not been particularly <br /> successful , and opposed looking to Federal funds , preferring to use own <br /> resources and people as more productive and effective . After additional <br /> discussion by Council , motion carried on roll call vote , Councilman Petersen <br /> voting no . <br /> Mr . Laird Brown , 15 Atherwood , asked that a <br /> full- time salaried position of Community <br /> Representative , Municipal Housing Authority , <br /> be established . <br /> Mayor Bury suggested that Mr . Brown contact Chairman Keckley to arrange to <br /> appear at one of the committee meetings , and recommended preparation of a <br /> report to be presented . <br /> Councilman Keckley moved to appoint a Committee to make recommendations to the <br /> Redevelopment Agency , to be composed of three Councilmen , three Planning <br /> Commissioners , and three representatives of the public -at-large , seconded <br /> by Councilman Williams and carried . (MINUTE ORDER #71-90 ) <br /> Councilman Weymouth moved to introduce Ordinance appropriating $9 , 495 from <br /> unbudgeted unappropriated balance of the Sewer Fund , and appropriating $3 , 150 <br /> from the unbudgeted unappropriated balance of the Water Fund to provide for <br /> payment of Principal and Interest on General Improvement District No . 1-64 , <br /> 1964 Facilities Bond , seconded by Councilman Keckley and carried . <br />
