Earl Whitaker, reappointed <br /> as a Member of the Library Board of Trustees , who was then presented with <br /> Certificate of Appointment by Vice-Mayor Keckley, with appropriate expressions <br /> of appreciation for past service , and welcoming him to another term on the <br /> Board . <br /> PUBLIC HEARING , Application of LEON RIMOV to amend the Zoning Map to rezone <br /> property located in the southeast corner of Farm Hill Boulevard and Eden Bower <br /> Lane , being Lots 11 and 12 , Block 1 , Farm Hill Estates No . 2 , from "R-1 " ( Single <br /> Family-Residential ) District and "RH-20 " ( Residential-Hillside - 20 , 000 sq . ft . <br /> minimum building site area ) Districts to "RH " ( Residential-Hillside ) District , <br /> declared open and affidavits of publication and mailing ordered filed . There <br /> were no communications . Staff report indicated that the Planning Commission <br /> had , after a public hearing on May 25 , 1971, recommended that the rezoning <br /> would be in the best interests of the City as a whole . <br /> Mr . Robert Ferris , 1003 Eden Bower Lane , <br /> expressed opposition to the rezoning; and <br /> objection to location of proposed swimming <br /> pool . <br /> Vice-Mayor Keckley pointed out that the hearing was on an application for re- <br /> zoning and that the drawing in the presentation was not necessarily required or <br /> appropriate in the consideration . If the rezoning should be approved , the proper <br /> time for consideration of the proposed development would be when application is <br /> made for Planned Development Permit . <br /> Mr . Leon Rimov, 1483A Solano Avenue , Albany, <br /> the applicant , described preparation for the <br /> application and consideration of several <br /> factors , such as type of adjacent development , <br /> traffic flow, safety ( walkways , lighting , etc . ) , <br /> drainage problems and desire to minimize cut <br /> and fill , visual amenities , zoning and land <br /> use , density and intensity of occupancy , and <br /> the noise factor . The proposal called for <br /> four single-family detached units , with the <br /> entire landscaped area to be fenced off and <br /> screened , and be maintained in common owner- <br /> ship by agreement . He indicated in response <br /> to question , price would be in excess of <br /> $45 , 000 for each unit . <br /> City Manager pro tem pointed out that the Planning Commission recommended the re- <br /> zoning , but had not considered the Planned Development Permit , and that what is <br /> approved might conceivably be quite different from what was being proposed . It <br /> was also noted that under present zoning , three dwelling units would be permitted . <br />
