Councilman Weymouth moved to close the public hearing , seconded by Councilman ` Williams and carried . Councilman Weymouth moved to introduce Ordinance adding Section 60 . 17 . 2 to Ordinance No . 1130 , the Redwood City Zoning Ordinance , rezoning property in the vicinity of Farm Hill Boulevard and Eden Bower Lane , seconded by Councilman Williams . On the question , Councilman Henderson advised she would oppose the motion objecting to the fact that it would appear to work to develop more units than are allowed under present Ordinance . Motion carried , Councilmen Henderson and Rhodes voting no . PUBLIC HEARING , Application of BUBBLE MACHINE to amend the Zoning Map to rezone property located at 115 Vera Avenue , being a portion of Lot 1 , Block A, Wooster , Whitton and Montgomery, from an "R-4" (Multi-Family - Medium Density ) District to a " CG " ( General Commercial ) District , declared open and affidavits of publica- tion and mailing ordered filed . There were no communications . Staff report indicated that Planning Commission at their meeting of June 8 , 1971 , after a public hearing , had recommended approval of rezoning as being in the best interests of the City as a whole . Mr . Norman MacDonald , 855 Adams Street , expressed opposition to rezoning . • Mr . Robert Costello , representing the owners of the property , Thomas and Albert Davies , felt the issue was not any particular ultimate use , but rather whether or not rezoning should be changed in accordance with recommendation of the Planning Commission . He indicated this was a single parcel of land , under one ownership , and in commercial use since the late 1800 ' s . He provided a review of City ' s first formal Zoning Ordinance in 194 which for the greater part of the City made zoning boundaries coincide with the existing parcel boundaries . In this case , the zoning bisected the parcel and he suggested this might be a drafting error , which was perpetuated when the present Zoning Ordinance was adopted . Property owner was asking that the error be corrected , and had indicated they were not aware that the zoning was half resi- dential and half commercial until the applicants requested authorization from owners to approach Planning Commission for a particular type car wash operation . There was brief discussion as to the variations in depth of Commercial Zoning along El Camino Real , which for the most part did not exceed 100 ' , except that it deepened southeasterly of Roosevelt Avenue , and in the area of Lucky Market at Jefferson Avenue . Mr . Al Davies , 848 Arlington , stated the property had been in commercial use since the turn of the century , and from 1916 from their standpoint . He felt the map was in error . Following additional discussion, Councilman Petersen moved to close the public hearing , seconded by Councilman Rhodes and carried .
