3 <br /> Management Negotiating Team Report and recommendation regarding proposed salary and <br /> fringe benefits for City employees . <br /> City Manager reported that the recommendation before Council was for ratification <br /> of the Memorandums of Understanding which were arrived at by the Council <br /> Management Negotiating Team and each of the three recognized employee associations . <br /> A resolution was prepared for Council ' s consideration which would ratify these <br /> memorandums and direct Staff to prepare salary ordinance to reflect terms of these <br /> agreements . Basically , these include the CPS study , as amended by the final <br /> report which reflects the results of the appeals , and a 2 . 5% adjustment to reflect <br /> the timing of the report and updating it to a current status , this 2 . 5% to be <br /> effective January 1 , 1971 . Also included were various benefits which were <br /> included in the report to Council . <br /> Councilman Petersen moved ratification and approval of the Management Negotiating <br /> Team Report and recommendations and to direct Staff to prepare the necessary <br /> amendments to the Salary Ordinance and Personnel Rules and Regulations for <br /> introduction at Council meeting of. January 25 , 1971 , seconded by Councilman <br /> Keckley , and carried . (MINUTE ORDER #71 - 11 ) <br /> To allay any impression the decision was reached without adequate consideration , <br /> Councilman Keckley commented that Council had met in Executive Session on <br /> numerous occasions to discuss these matters prior to ratification tonight , <br /> and were well aware of all the parts and ramifications of the memorandums of <br /> understanding . <br /> Council commended the three employee groups for their diligent and responsible <br /> actions in arriving at the agreements which were reached . <br /> Whitney A . Halteman , General Manager of the Peninsula <br /> Association of Public Employees , expressed appreciation <br /> for the Negotiating Team ' s efforts and understanding, <br /> and pledged that the employees would render service to <br /> the public in a commendable manner . He commended the <br /> City Manager and his Staff . <br /> Mayor Bury noted that the other members of the Negotiating Team were City Auditor- <br /> Accountant Jack Ference and Personnel Analyst Mike Brock . <br /> Councilman Petersen moved adoption of RESOLUTION NO . 644 AMENDING RULE XII , <br /> SECTION 3 , OF THE PERSONNEL RULES AND REGULATIONS OF THE CITY OF REDWOOD CITY, <br /> RELATING TO HOLIDAYS , seconded by Councilman Henderson . <br /> City Manager advised that this action by Council would bring the holidays granted <br /> to City employees in line with those adopted by the State , and would result in <br /> no net increase in the number of holidays granted . <br /> Motion carried on roll call vote . <br />
