2 Councilman Henderson moved to proceed with the item on the calendar as indicated recognizing that this would work no hardship on the Lockheed Missiles & Space Company problem , and it would also offer the more immediate benefit to the community of the zoning change . Mr . Robert Costello , Attorney for Lockheed Missiles & Space Company , stated there were two considerations here , the interest of the applicant and the interest of the property owner . Applicant agreed with the property owner , when his consent was requested , that they would limit their urging of rezoning to this particular use . The reason applicant is requesting this continuance is not to indicate that they are not interested in going ahead with the project but to keep faith with the property owner and also the City . He felt there could be some detriment to the property owner to rezone the property for general industrial use before final plans have been worked out . In response to question by Councilman Henderson , City Manager stated that the County Assessor ' s Office had advised that the rezoning of this property would not affect the assessed valuation until such time as it was capable of being served with the facilities which go with General Industrial . Mayor Bury stated he felt this request was not inconsistent with the City ' s interest . Motion died for lack of a second . Councilman Keckley moved to grant the request for continuance , seconded by Councilman Petersen , and carried , Councilman Henderson voting no . (MINUTE ORDER #71- 10 ) Mayor Bury presented a Certificate of Distinguished Service to William H . Royer , retiring member , Urban Design Committee , and commended him for his many years of dedicated service to the community . Mr . Royer expressed his pleasure at having been selected to serve on the Urban Design Committee , and stated that his dedication to the community would continue . Councilman Keckley moved to introduce Ordinance amending Municipal Code relating to Factory-Built Housing , seconded by Councilman Henderson . Provisions of the Code regulating house moving within the City limits presently applies to factor -built housing , as well as relocation of existing houses . Ordinance Review Committee had reviewed the proposed amendment at its meeting of January 12 , and directed scheduling for Council consideration . Staff had determined that adequate controls exist with regard to zoning requirements and truck traffic , and recommended this action to exempt factory- built housing from the House Moving Ordinance . Motion Carried .
