Vice-Mayor Keckley reviewed the <br /> proposal for joint study between City and County for the hillside area, and <br /> advised that the County had at meeting the previous Friday voted in favor of <br /> joint funding , and had adopted their Resolution in support of the plan . He <br /> felt that pre-planning was a most important tool in averting problems in the <br /> area which result from annexations without such planning .
