210 • <br /> Staff recommended award of bid to Herman Oliver , Inc . , which would also <br /> necessitate increasing the budgeted appropriation from $41 , 389 to <br /> $42 , 889 . Although Econolite ' s bid was the lower in dollar amount of the <br /> two bids received, they had failed to comply with the State Contractors ' <br /> Licensing law, and were therefore not authorized to perform the work . <br /> Staff report indicated that Council may determine the second lower <br /> bidder to be the most responsible bidder , pursuant to the provisions of <br /> the Redwood City Municipal Code , Section 2 . 69 . <br /> Councilman Williams expressed concern as to procedures , with respect to <br /> insuring , when awarding a contract , that the contractor holds the necessary <br /> license . City Attorney advised that certain amounts of information are re- <br /> quired relative to qualifications of a bidder , and particularly in the area of <br /> public works , when the bidder is required to include license number . In any <br /> event , it is their obligation to satisfy the requirements of the law . <br /> Councilman Petersen moved to adopt RESOLUTION NO . 6555 APPROPRIATING $1 , 500 FROM <br /> UNBUDGETED UNAPPROPRIATED BALANCE OF SALES TAX CAPITAL OUTLAY FUND TO PROVIDE <br /> FOR RADIO FIRE ALARM SYSTEM, seconded by Councilman Rhodes and carried on roll <br /> call vote , Mayor Bury being noted absent . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6556 AWARDING BID FOR THE <br /> FURNISHING AND INSTALLATION OF A RADIO FIRE ALARM SYSTEM ( Herman Oliver, Inc . ) , <br /> seconded by Councilman Petersen and carried on roll call vote , Mayor Bury being <br /> noted absent . <br /> (b ) Parkway Fencing, Peninsula Parkway Section 2 , Bridge Parkway Section 2 . <br /> The following bids were received : <br /> Lin . Ft . Total <br /> Bleily & Collishaw, Inc . , Santa Clara $5 . 40 $19 , 980 , 00 <br /> Fiske & Quatman , Inc . , Hayward 8 . 33 30 , 821 . 00 <br /> Estimate : $32 , 375 . 00 <br /> Councilman Petersen noted the disparity in the bids , and questioned whether the <br /> contractor had been represented at the bid opening , and whether the figures had <br /> been checked . City Manager pro tem advised a representative had been present <br /> and he also indicated Ribera & Sue considered this a sound and valid price , <br /> and recommended acceptance . Based on their report , it was assumed the bids had <br /> been checked . He noted that the firm was a long-established and reputable <br /> firm . Funds were available in Streets and Highways account . <br /> Councilman Williams moved to adopt RESOLUTION NO . 6557 AWARDING CONTRACT FOR <br /> INSTALLATION OF PARKWAY FENCING FOR PENINSULA PARKWAY SECTION NO . 2 AND BRIDGE <br /> PARKWAY SECTION NO . 2 FOR REDWOOD CITY GENERAL IMPROVEMENT DISTRICT NO . 1-64 ; <br /> AUTHORIZING EXECUTION OF CONTRACT FOR SAID WORK ; AND DIRECTING RETURN OF <br />
