I 213 RELATING TO OVERTIME EXCEPTIONS , seconded by Councilman Petersen . Councilman Henderson noted that in the report by City Manager pro tem, reference was made to class title changes , and indicated it was her understanding the action only related to amending overtime exceptions . City Manager pro tem advised there were title changes , along with adding certain classifications of major assistants to the list of those excepted from the overtime provisions . The title changes were as recommended in the CPS report . Motion carried on roll call vote , Mayor Bury being noted absent . Councilman Rhodes moved to introduce Ordinance of the Council of the City of Redwood City authorizing an amendment to the contract between the Council of the City of Redwood City and the Board of Administration of the California Public Employees ' Retirement System , seconded by - Courn ilman Henderson . Resolution of Intention to amend the contract had been adopted by Council on June 14 , 1971 . Amendment would provide increased allowances to persons who retired prior to January 1 , 1967 , and would allow safety members to retire at age 50 with a discounted retirement allowance . In the discussion , Council was informed that retirement at fifty for safety workers at discounted benefits would cost the City nothing . Miscellaneous employees at present may retire at fifty-five with discounted benefits . A five- sevenths vote being required , roll call was taken, with six affirmative votes , and Mayor Bury being noted absent . There appeared to be some doubt that five Council members would be present at the meeting of July 19 , and City Attorney recommended that the adoption be held for two weeks due to the requirement for 5/7th affirmative vote . Legislative Committee Report was made by Councilman Henderson , Chairman , on proposed or pending legislation considered at meeting of July 6 , 1971 . 1 . Sales Tax Revenue Redistribution . Correspondence from Cities of El Monte and Woodlake , California had been referred by Council to the Committee , regarding proposals for amending uniform sales and use tax under Bradley- Burns Uniform Local Sales and Use Tax Law to alter method of levying , collecting and distributing such tax revenues . There appeared to be no legislation introduced in the present session of the State Legislature , and that constitutional amendment would be required to effect such changes . Accordingly, Committee recommended that no action be taken regarding this matter . 2 . CATV - Impairment of Franchises . Resolution of the City of Belmont opposing Senate Bill 190 , the " California State Community Antenna Television Act , " was referred by Council to Committee . SB 190 would eliminate present authority of cities to grant community antenna television franchises or licenses and provide for regulation of CATV companies by the State Public Utilities Commission . Committee recommended opposition to SB 190 since it would remove from authority of local jurisdictions aspects of regula- tion and control of CATV which require knowledge of local needs . In
