214 addition to advising appropriate legislators of City ' s position , it was recommended City of Belmont also be advised of Council ' s action . 3 . Limitations Upon Land Dedications . AB 52 would provide that a City not require a property owner , as a condition of granting a zoning variance , conditional use permit or other permit , or exception , to dedicate all or a portion of property to the city for street widening purposes without payment of compensation for such property . Copy of resolution adopted by City of Belmont opposing AB 52 was referred by Council to the Committee . Committee felt that legislation prohibiting such dedications would unduly hamper flexibility of local government to meet burdens imposed upon traffic conditions by effectively prohibiting dedications in connection with develop - ment of local properties . Further , such legislation may well have a dampen - ing effect on owners ' enjoyment of private property to the extent munici- palities may be compelled to deny applications for variances , use permits , etc . due to unavailability of funds to meet proposed requisite compensation . Committee recommended opposition and also recommended City of Belmont be apprised of City ' s position . 4 . Legislations Affecting Building and Construction . Recommendations on several legislative items were submitted to Committee by the Chief Building Official . ( a ) SB 1141 . Would amend Section 17922 of Health and Safety Code to require no State or local agency shall authorize use of any wiring method that does not provide raceway protection for electrical conductors . Com- mittee concurred with recommendation of Building Official to oppose SB 1141 . (b ) AB 1113 . Would establish minimum standards of strength and resistance to tampering for locking devices for use in residential and commercial structures . Committee concurred with recommendation of Building Official to oppose AB 1113 since its effect would be to give preferential treat- ment to certain manufacturers without accompanying benefit by way of increased security . ( c ) AB 1176 . Would require geological reports be submitted in connection with processing of subdivisions . Building Official and Committee recommend support of AB 1176 . ( d ) SB 530 . Would create California Earthquake Office , to apply and direct application of new technology to earthquakes and earthquake related or concerned activities . Committee recommends opposition to SB 530 as being premature , in view of the fact Legislature has created a Joint Committee on Seismic Safety, and the Seismic Safety Group is in process of reviewing seismic safety requirements for the purpose of recommending appropriate legislation .
