215 ( e ) SB 601 . Would substantially revise provisions of last year ' s AB 399 which City opposed on recommendation of the Committee , which estab - lished certain requirements and control over manufacture and use of safety glazing materials . Committee ' s concerns over AB 399 appear to have been justified , in that confusion and difficulty have been experienced both by affected private industries , and governmental agencies in administering the subject law . Committee concurred with Building Official recommendation to support SB 601 in attempt to eliminate such confusion . SB 601 had passed the Senate , and it was recommended correspondence regarding the bill be sent to appropriate Assembly committee , as well as to City ' s legislators . ( f ) SB 624 . Would require that city or county official charged with carrying out and enforcing specified provisions relating to certain housing and buildings ( i . e . , building officials ) be a registered civil engineer . Committee believed that such requirements would impose excessive expenses upon local entities without reaching the apparent goals of such legislation . Committee recommended opposition . ( g ) SB 692 . Would require adoption by State Department of Public Health of rules and regulations relating to minimum standards for noise in- sulation of new buildings intended for human habitation , and of alternate stricter standards which may be adopted by local governments . Although Building Official recommended opposition , Committee believed "noise pollution " is an environmental factor which requires governmental action in the absence of adequate private regulation and specifications . Committee recommended support of SB 692 . ( h ) SB 778 . Would require city or county building departments to maintain official copies of plans of buildings for which permits had been issued . Committee concurred in recommendation of Building Official and recommended support . Bill had passed the Senate , and it was recommended that City ' s position be communicated to appropriate Assembly officials . ( i ) SB 352 . Would require that plans for hospital construction and alteration be made by a structural engineer and licensed architect , establish earthquake resistant standards for hospitals , and provide for approval of plans and specifications of such construction and operation by Schoolhouse Section of the Office of Architecture and Construction in Department of General Services . Bill would place hospital construction in much the same category as schoolhouse construction with regard to building requirements and regulation . Committee agreed with Building Official that such controls should be extended to all construction where personal injury or loss of life
