However, Com- mittee believed , as a starting point , it would be practical to proceed with legislation covering hospital construction in view of recent experience involving hospitals in the Los Angeles earthquake . Committee recommended support of SB 352 . 5 . Reapportionment . Committee had been advised of certain proposals to establish congressional , assembly and senate districts which would result in City of Redwood City becoming "multi-districted . " Effect would be to dilute representation of the City in each of those governmental bodies . Committee recommended that letters be sent to the Assembly and Senate Committees on Elections and Reapportionment and to Speaker of the Assembly Moretti, stating position of the City that any reapportionment should re - quire that the City be placed entirely within each district being formed . 6 . Annexations . AB 813 would revise the various code provisions relating to annexations to cities . It would establish a uniform procedure , and under certain circumstances would permit annexation of inhabited territories without an election . However , a number of amendments had been made to the bill , one of which provided that only a ten per cent protest would cause an election to be held for determining the issue of annexation of inhabited territory . According to the League of California Cities ' Legislative Bulletin, considerable opposition to the bill has been experienced . Com- mittee believed the bill represents long needed reform of annexation laws , and recommended approval of AB 813 . Subsequent to the Committee meeting , Chairman received League of California Cities ' Legislative Bulletin of July 2 , 1971 . Two items listed were of suffi- cient importance to require attention before the next Committee meeting : a , SB 1352 which would amend existing PERS contracts to provide for retirement of policemen and firemen at age 50 at 2% of final compensation per year of service , and lower mandatory retirement age from 65 to 60 years . Total cost would be borne by cities . b . AB 1098 which was substantially similar to SB 1352 , except that it would appropriate $10 , 000 annually to assist contracting agencies in meeting increasing costs . Estimated additional costs to cities alone for benefits resulting from adop- tion of either bill approximated $40 , 000 , 000 annually . Committee recommended opposition to SB 1352 and AB 1098 . Committee recommended that in addition to advising legislators and the com- mittees considering the above matters , copy of this report be sent to the League of California Cities and Chairman of San Mateo County Council of Mayors
