Request of Gerald Forrest , present owner of portion of land approximating 3 acres , formerly owned by PCA, and advising of his willingness to abide by conditions imposed under an earlier improvement agreement in order to develop this parcel . Recommendation : Refer to Staff for review and report back . Council- man Petersen noted agreement had been entered into by PCA and come mitment made for improvements to be done by a certain date had since expired . 3 . Committee for Green Foothills , enclosing copy of a summary of the Livingston and Blayney Foothill Environmental Design Study for Palo Alto area, for Council ' s information . Vice -Mayor Keckley commented on some of the conclusions in the summary, and it was thought the full report might be of value . 4 . City of Brisbane resolution opposing Assembly Bill 52 , regarding dedica- tion of land and payment therefor , and resolution opposing Senate Bill 190 , regarding the " California State Community Antenna Television Act " . Councilman Henderson suggested City of Brisbane be informed of Legislative Committee recommendations relative to these bills . 5 . City of Half Moon Bay, regarding their support of coastal legislation proposed in form of Senate Bill No . 1354 . Recommendation : Refer to Legislative Committee , 6 . California Water Resources Association urging Council ' s endorsement of Senate Bill 1285 , regarding water resources . 7 . State Division of Highways , regarding changes proposed for deletion of State Highway Routes within cities which would affect El Camino and Woodside Road . ( Copy submitted to Council 6 -28-71 , copy of Staff reply enclosed . ) Agenda item scheduled for 7-19-71 . Councilman Henderson noted that Mr . Hart ' s letter requested recommendations no later than July 15 , 1971 . She expressed concern that response by Deputy Director of Public Works , Engineering Design , did not include mention of grade separation, Bayshore to 5 Points . She felt concerns should be expressed to Mr . Hart by telephone immediately since Council Resolution could not be prepared and submitted prior to deadline date of July 15th . Police Chief advised State would be holding public hearings within each jurisdiction , and the matter was to be an agenda item for the Traffic Committee meeting the next day . Council requested a resolution be prepared for Council ' s adoption opposing State Division of Highways proposal for next week ( July 19 ) . 8 . City of San Mateo , transmitting their Resolution 102 objecting to State Division of Highways proposal to delete Route 82 ( El Camino Real ) from State Highway System . 9 . County of San Mateo Board of Supervisors , opposing Knox-Assembly Bill 1057 (Regional Government ) , and urging Councilmen to encourage defeat in the Senate . Assemblyman Arnett ' s speech of June 27th enclosed . Councilman Henderson moved to accept Communications and recommendations , seconded by Councilman Rhodes and carried . ( MINUTE ORDER #71-130 ) Vice-Mayor Keckley ordered adjournment from Regular Meeting to Executive Session at 9 : 06 P.M . to consider matter of litigation . Regular meeting reconvened at 9 : 10 P .M . Mr . Grant Ross , 465 Trident Avenue , representing Redwood Shores Homeowners ' Association , and speaking on their behalf , asked if Council would consider holding their first meeting in August at the Pavilion in Redwood Shores , as had once been discussed with Council for setting a meeting at this site . He advised he had already discussed this possibility with Mr . Coleman Johnson and he had indicated his willingness for use of the premises by the Council . Council indicated their being receptive to the suggestion , if there would be no conflict as to public hearing requirements or other matters scheduled on
