Councilman Keckley referred to correspondence from Commissioner Gulledge in which it was indicated he was satisfied ground water withdrawal was not a major factor in Redwood Shores and from Mr . Gilbert ( State Water Resources Control Board ) expressing the belief that potential subsidence was not a threat to the project . After further discussion , it was decided that Council had not made any definite commitment beyond the responsibility to take such steps as would be required in the event it was necessary , and that at the time the problem arose Council would make the decision as to policy . Mayor Bury requested City Manager to report again , after the Seismic Advisory Board ' s findings were released , and at the same time perhaps clarifying FHA ' s understanding of the degree of involvement in the "potential great investment " which Councilman Henderson questioned . (Memo 1 - 19-71 ) On the subject of dredging , Councilman Henderson questioned the language of the FHA letter regarding an existing agreement and that perhaps FHA has a misunderstanding of where the commitment lies . City Manager responded that he feels sure , from his discussion with FHA , that this is a matter of semantics . He previously stated that to his knowledge there are no agreements between the City and Corps of Engineers or anyone else . It is in fact the law that City cannot do any dredging in these tidal waterways without the permission of the Corps and BCDC . Now the permission of the Regional Water Quality Control Board must be obtained as well . Both the BCDC and the Water Quality Control Board have to acquiesce before the Corps will even consider it . That is the sense in which there is an agreement , that City is limited in the ability to dredge without concurrence of the Corps of Engineers . Mayor Bury expressed his hope that his actions and Councilman Keckley ' s in participating in these meetings when these items were discussed were representative of their interest in seeing that they do not make commitments for the Council which are not shared by the Council , as their intention was not to make commitments casually but to seek to make sure the Council was in concurrence and understanding .
