232 Councilman Williams moved to adopt RESOLUTION NO . 6574 APPROVING AGREEMENT FOR MAINTENANCE OF STATE HIGHWAYS IN THE CITY OF REDWOOD CITY, seconded by Councilman Henderson . The agreement proposed by the State Division of Highways supersedes prior agreement , incorporating additional funds to the City for increased costs and additional lights on State routes within the City . Staff recommended approval . City Manager pro tem explained this relates to what might be considered minor maintenance as opposed to improvements under Gas Tax funds . Current agreements go back to 1964 and 1965 and since then many changes have occurred on El Camino Real and Woodside Road . Maintenance requirements have increased . This new agreement will return about $6 , 000 more per year to the City than the amount received under current agreement . Mr . George Archbold , 1772 Anamor Street , questioned Council concerning $1 , 000 , 000 commitment made when Woodside overpass was built , asseting the taxpayers were not in favor of it then , and requesting Council to now go on record to try to recover the $1 , 000 , 000 in view of fact State was going to take over Woodside Road . Vice -Mayor Keckley explained that Woodside Road is a State Highway at this time and that the State was attempting to have the City take it over . City was opposing this move . He stated public hearings were to be held on the matter . However , he pointed out the resolution being considered now had no relationship to the matter about which Mr . Archbold spoke , explaining they were concerned now with maintaining the street and receiving reimbursement , With reference to the $ 1 , 000 , 000 commitment , Councilman Weymouth explained that at that time , many discussions were held with the State regarding an overpass at Five Points , and unless the City wanted to contribute $1 , 000 , 000 , the construction date was 15 years away . He further stated that this was one of the items that did pass with a majority of votes . At that time , City had just come into the sales tax money and set aside enough from sales tax revenue to cover costs within the two-year period . The County participated in the amount of $250 , 000 which the City recovered out of the $1 , 000 , 000 . The balance came out of sales tax revenue which was allocated to Capital Expenditures . He further explained this was something the City wanted , not something the State forced upon them . City would have had to wait 12 to 15 years for the State to include it in their plans . City entered into the matter in good faith and he felt City had received the value . Motion carried on roll call vote , Mayor Bury being noted absent . � .
