231 seconded by Councilman Williams . Plans and specifications were prepared by Jenks & Adamson, Consulting Engineers , and had been reviewed by Park & Recreation Commission . Project would include storm drain and a reinforced concrete box culvert through Community Park , and removal and replacement of 3 existing culverts at Fernside , Alameda , and Connecticut Drive to provide additional capacity . Funds were available in Storm Drainage Bond Construction Funds , GID 1 -65 . In response to question by Councilman Henderson , City Manager pro tem stated the project was for covering, boxing and filling of two sections of creek , and that questions about backfilling had been resolved . He stated Jenks & Adamson had revised plans and specifications to satisfy requirements of Park and Recreation . Councilman Henderson recalled that she had opposed this part of improvement plans for Community Park when it was considered by Council previously , and on that basis stated she would oppose this resolution . Motion carried on roll call vote , Councilman Henderson voting no and Mayor Bury being noted absent . ACCEPTANCE OF PROJECT, Street Resurfacing 1970-71 . Work had been completed by Freeman-Sondgroth Construction Company to the satisfaction of the Department of Public Works and Staff recommended acceptance , subject to the usual guarantees . Councilman Henderson moved to accept the project , subject to the usual one -year guarantee of workmanship and materials , and to authorize recordation of Notice of Acceptance , seconded by Councilman Rhodes and carried . (MINUTE ORDER #71 -134 ) Councilman Henderson , noting recent communication from citizen concerning priorities on street resurfacing, inquired if such letters are routed through Department of Public Works for evaluation for next year ' s program , and asked how such letters are treated . City Manager pro tem assured Council these letters are answered by the appropriate Department or the City Manager ' s office , depending on to whom they are addressed or referred by Council . In response to concern expressed by Mr . Stratton , 467 Starboard Drive , City Manager pro tem advised that adequate communication exists between Departments and City Manager ' s office relative to questions and concerns of citizens , and every effort is made to respond . Vice -Mayor Keckley also expressed Council ' s interest in citizen concerns . Termination of agreement between City of Redwood City and Kenward S . Oliphant , Consulting Engineer . By letter dated July 22 , 1971 , notice was given to Mr . Oliphant by City Manager that , due to fiscal demands , the agreement would terminate effective August 22 , 1971 , in accordance with provisions of Paragraph 5 of the agreement . Concurrence by Council was requested by Staff , Councilman Weymouth moved to approve termination of agreement between City of Redwood City and Kenward S . Oliphant , Consulting Engineer , effective August 22 , 1971 , seconded by Councilman Rhodes and carried , (MINUTE ORDER #71-135)
