City Manager asked Civil Engineer to respond to request by Council concerning scheduling , and he indicated that , tentatively , if a decision is made in September as a starting point , right of way acquisition could begin approximately the first of next year , construction if done in phases would begin in July of next year, and it could be estimated that construction would be completed by September 1973 , or shortly before the opening of the final section of the freeway between San Francisco and San Jose . City Manager added that perhaps modification of timing would be desirable , in any project of this scope where relocation of families is involved , and indicated he would strongly encourage Council to adopt a posture of patience to accommodate personal circumstances . Mayor Bury asked for a review of accident statistics and Civil Engineer complied . Councilman Henderson expressed concern relative to an implication that Edgewood Road would be pushed through to Bayshore and indicated this was contrary to policy set by Council . Civil Engineer responded that mention had been made if Edgewood Road extended to Bayshore , there would be no need to widen Alameda . If it is not done , then there would be an even greater need for Alameda to be widened . The position was in accordance with Council ' s policy . City Manager reviewed acquisition process in response to question by Mayor Bury , and observed that most cities go to great lengths to avoid going to court . City Attorney assured that the City follows that policy and tries to reach settlement through negotiation . Property owners in the audience were invited to comment or question staff . Concern was expressed that speed limit on Alameda was not being enforced , and if widened , the problem would become worse . Cost of undergrounding was discussed ,
