245 Councilman Weymouth moved to approve , as mailed , Minutes of Adjourned Regular Meeting of August 11 , 1971 , seconded by Councilman Rhodes and carried , Councilmen Petersen and Williams abstaining , having been absent from the meeting . Mayor Bury announced that scheduled presentation of a Certificate of Distinguished Service to Mr . Jack Stuart , former member of the Park and Recreation Commission, would be deferred until such time as Mr . Stuart could be present . Loyalty Oath was then administered by City Clerk to Mr . William R . Welsh , newly appointed to the Park and Recreation Commission , following which Mayor Bury presented him with a Certificate of Appointment . Mr . John Quinn , reappointed to the Architectural Committee , was reported to be vacationing , and therefore not able to be present to receive his Certificate . PUBLIC HEARING , Weed Abatement Assessments , declared open and affidavits of publication and posting ordered filed . Charges for work done under the weed abatement program for 1971 had been submitted by the Department of Public Works , showing cost to each individual parcel . Total to be posted to the County Assessment Roll was $ 10 , 756 . 52 . Upon confirmation of the assessments by Council , list would be forwarded to the County for inclusion on the tax bills . There being no communications or oral protests , Councilman Petersen moved to close the public hearing , seconded by Councilman Weymouth and carried . Councilman Henderson moved to adopt RESOLUTION NO , 6580 CONFIRMING REPORT OF SUPERINTENDENT OF STREETS OF WEED ABATEMENT, OVERRULING PROTESTS THERETO AND AUTHORIZING DELIVERY OF REPORT FOR THE ADDITION OF THE ASSESSMENT AMOUNTS TO NEXT REGULAR TAX BILLS AGAINST PARTICULAR PARCELS , seconded by Councilman Petersen . In response to question by Councilman Henderson , Construction Engineer advised that total cost this year had been $ 18 , 856 . 00 , compared to $23 , 000 last year , and that this reduction was the result of a trend toward more people taking care of their property , as well as the fact that previously vacant parcels are being developed . Motion carried on roll call vote , Councilman Keckley being noted absent . Authorization for City Clerk to accept easement . Staff report indicated that , in cooperation with the owner , the Water Department wished to relocate a small water line from a prescriptive easement to a dedicated easement , in order to accommodate owner ' s building expansion program . Prescriptive easement was established by the subdividers in the mid -1920 ' s , and had been continuously occupied by the City ' s water system since that date . Councilman Henderson moved to authorize City Clerk to accept the easement , seconded by Councilman Williams and carried . (MINUTE ORDER #71 -149)
