245 <br /> Councilman Weymouth moved to approve , as mailed , Minutes of Adjourned Regular <br /> Meeting of August 11 , 1971 , seconded by Councilman Rhodes and carried , <br /> Councilmen Petersen and Williams abstaining , having been absent from the <br /> meeting . <br /> Mayor Bury announced that scheduled presentation of a Certificate of Distinguished <br /> Service to Mr . Jack Stuart , former member of the Park and Recreation Commission, <br /> would be deferred until such time as Mr . Stuart could be present . <br /> Loyalty Oath was then administered by City Clerk to Mr . William R . Welsh , newly <br /> appointed to the Park and Recreation Commission , following which Mayor Bury <br /> presented him with a Certificate of Appointment . Mr . John Quinn , reappointed <br /> to the Architectural Committee , was reported to be vacationing , and therefore <br /> not able to be present to receive his Certificate . <br /> PUBLIC HEARING , Weed Abatement Assessments , declared open and affidavits of <br /> publication and posting ordered filed . <br /> Charges for work done under the weed abatement program for 1971 had been submitted <br /> by the Department of Public Works , showing cost to each individual parcel . Total <br /> to be posted to the County Assessment Roll was $ 10 , 756 . 52 . Upon confirmation of <br /> the assessments by Council , list would be forwarded to the County for inclusion <br /> on the tax bills . There being no communications or oral protests , Councilman <br /> Petersen moved to close the public hearing , seconded by Councilman Weymouth and <br /> carried . <br /> Councilman Henderson moved to adopt RESOLUTION NO , 6580 CONFIRMING REPORT OF <br /> SUPERINTENDENT OF STREETS OF WEED ABATEMENT, OVERRULING PROTESTS THERETO AND <br /> AUTHORIZING DELIVERY OF REPORT FOR THE ADDITION OF THE ASSESSMENT AMOUNTS TO <br /> NEXT REGULAR TAX BILLS AGAINST PARTICULAR PARCELS , seconded by Councilman Petersen . <br /> In response to question by Councilman Henderson , Construction Engineer advised <br /> that total cost this year had been $ 18 , 856 . 00 , compared to $23 , 000 last year , <br /> and that this reduction was the result of a trend toward more people taking care <br /> of their property , as well as the fact that previously vacant parcels are being <br /> developed . Motion carried on roll call vote , Councilman Keckley being noted <br /> absent . <br /> Authorization for City Clerk to accept easement . <br /> Staff report indicated that , in cooperation with the owner , the Water Department <br /> wished to relocate a small water line from a prescriptive easement to a dedicated <br /> easement , in order to accommodate owner ' s building expansion program . Prescriptive <br /> easement was established by the subdividers in the mid -1920 ' s , and had been <br /> continuously occupied by the City ' s water system since that date . <br /> Councilman Henderson moved to authorize City Clerk to accept the easement , seconded <br /> by Councilman Williams and carried .
