247 <br /> Staff proposed improving two City-owned lots fronting on Jefferson Avenue , <br /> adjacent to the Southern Pacific Railroad , to be used for additional employee <br /> parking , Cost was estimated to be $1500 . 00 for construction with use of City <br /> forces , and funds were available in Sales Tax Capital Expenditure Fund , <br /> Councilman Petersen questioned whether telephone company employees might <br /> avail themselves of the parking facilities possibly by use of stickers , inasmuch <br /> as they have had to use short - term metered spaces until now , Mayor Bury noted <br /> they had just completed their own parking lot at Franklin and Diller , which <br /> should alleviate the problem . Staff advised that the purpose in developing <br /> the property for parking was to move as many employees from the lot behind City <br /> Hall as possible , to make it available for greater turnover . Councilman Petersen <br /> suggested that the Pacific Telephone be contacted to determine whether they are <br /> adequately served , and Mayor Bury indicated there was to be a meeting with Mr . <br /> Seebauer , of Pacific Telephone , and the matter would be mentioned . <br /> Councilman Henderson expressed concern that the plans called for a cyclone fence <br /> and no landscaping , and suggested that perhaps trees or planters might be used <br /> to make it presentable , Mayor Bury concurred , and City Manager indicated this <br /> would be done . Motion carried on roll call vote , Councilman Keckley being noted <br /> absent , <br /> Request of Club Mexicano-Americano for approval of procedures for conducting 2nd <br /> Annual Mexican American Fiesta . Request had been referred to Staff for recom- <br /> mendation , and permit to Peninsula Celebration Association authorizing them to <br /> conduct a parade on September 17 , 1971 in conjunction with the Fiesta was subse - <br /> quently approved by Council . Councilman Rhodes questioned whether Staff recom- <br /> mendation included approval of purchase of Mexican flags as requested by the Club , <br /> and indicated he would prefer they be supplied by private groups rather than <br /> purchased with tax money . Councilman Henderson indicated she would support <br /> supplying the flags , with the understanding expressed by the Club that they would <br /> maintain surveillance of the flags this year , and provide for replacement of those <br /> lost . <br /> Councilman Rhodes moved to approve the request of the Club for approval to conduct <br /> 2nd Annual Mexican American Fiesta , and authorize City Manager to issue permit <br /> establishing conditions , seconded by Councilman Petersen and carried . (MINUTE <br /> ORDER #71 - 151 -A ) <br /> Councilman Henderson moved to authorize expenditure not to exceed $455 . 10 for purchase <br /> of flags requested by the Club , on a one - time only basis , with the understanding <br /> the Club will maintain surveillance of the flags , and provide for replacement of <br /> those lost , seconded by Councilman Petersen , Councilman Rhodes noted that the <br /> Club had indicated if the City did not provide the flags , they would attempt to get <br /> them by other means , and therefore opposed the motion .
