<br /> levying the tax rate therefor , seconded by Councilman Williams ,
<br /> Councilman Henderson questioned the reason for an almost 7¢ increase in
<br /> retirement , and also the reason for reduction in unsecured property values
<br /> in City , whereas throughout County unsecured values had risen, according to
<br /> report to Council , Controller responded that unsecured property values in
<br /> the County were up 3%, but in the sourthern part of the County were down ,
<br /> primarily due to reduction in electronics industry , where inventories are
<br /> substantially reduced . He advised retirement had been expected to go up ,
<br /> and added that there was an over-estimate of surplus in the fund . Following
<br /> further brief discussion , motion carried .

<br /> Councilman Henderson moved to adopt RESOLUTION NO , 6583 AWARDING CONTRACT
<br /> FOR THE FURNISHING OF WATER SYSTEM TELEMETERING EQUIPMENT , seconded by
<br /> Councilman Petersen and carried on roll call vote , Councilman Keckley being
<br /> noted absent .

<br /> (Miscellaneous Culverts ) Improvements , Project SD-14,
<br /> GID 1-65 . The following bids were received :

<br /> Report and recommendation from Jenks & Adamson , Consulting Engineers , indicated
<br /> the low bid was within a fair and reasonable range for the work , although 18%
<br /> over their estimate , which they assume was partially due to economic conditions ,
<br /> Councilman Henderson expressed concern regarding the cost and suggested con-
<br /> sidering seeking new bids , or modifying the project since box culvert for creek
<br /> in Community Park had not been a unanimous decision in first instance . Councilman
<br /> Williams noted it was possible to consider this program because of the low bids
<br /> on previous projects under this bond issue . Councilman Weymouth agreed that
<br /> Council should proceed , since there was no assurance there was any advantage in
<br /> delaying decision until lifting of the wage -price freeze .
