255 <br /> Minutes of Adjourned Regular Meeting <br /> Redwood City Council <br /> August 30 , 1971 8 : 00 A . M. <br /> City Manager ' s Office <br /> City Hall <br /> Mayor Bury called the meeting to order at 8 : 00 A . M . <br /> ON ROLL CALL , the following were noted present : Councilmen Mary W. Henderson, <br /> Herbert G . Petersen, William C . Rhodes , Ray A . Weymouth , James S . Williams , <br /> Mayor Robert H . Bury , and City Clerk Marian McCrindle . Councilman Paul C . <br /> Keckley was noted absent . Also noted present were City Manager James M. <br /> Pales , Jr . , Deputy City Attorney Clark Maloney, City Controller Jack Ference , <br /> Fire Chief John Keller, and Superintendent of Buildings and Maintenance <br /> Melvin I . Moen . <br /> Purchase of new Fire Apparatus . City Manager noted report which had been sub- <br /> mitted to Council and his recommendation contained therein for the direct <br /> purchase of one fire engine and lease purchase of the other engine . Financing <br /> proposal detailed in his report explained how this would leave available <br /> funds for contingencies since a full review was submitted from all departments <br /> which resulted in a priority listing of equipment which were noted to be in <br /> critical need of replacement during 1971-72 , and for which he asked for Council <br /> approval . He particularly noted the main reductions of the Police patrol <br /> vehicles to five instead of the nine approved in the Budget and the need of <br /> replacing the Street Sweeper to avoid expensive repairs , although not included <br /> in the Budget for this year . City Manager also stated he intended to make a <br /> full report on his recommendations for an equipment replacement program cover- <br /> ing a five-year period which would give a better financing schedule and would <br /> avoid having to apply emergency measures to a prepared fiscal Budget as in <br /> this instance . Discussion and questions held concerning the financing and <br /> interest charges on this lease purchase plan for the replacement of these two <br /> needed fire engines , interest rate stated to be 52/, but also allow possibility <br /> to purchase the engine outright prior to end of lease period . <br /> Councilman Henderson moved to introduce Ordinance appropriating $ 59 , 600 from <br /> unappropriated balance of Budgeted Reserves of Equipment Replacement Fund <br /> and $73 , 000 from Unappropriated Unbudgeted Balance of Equipment Replacement <br /> Fund to Appropriation for Equipment Replacement Services , seconded by <br /> Councilman Rhodes and carried . <br /> Councilman Rhodes moved to adopt RESOLUTION NO . 6586 APPROVING CONTRACT DOCUMENTS <br /> FOR PURCHASE OF ONE FIRE ENGINE AND LEASE-PURCHASE OF ONE FIRE ENGINE ( 1500 <br /> G . P . M . PUMPERS ) ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR, seconded <br /> by Councilman Williams and carried on roll call vote , Councilman Keckley being <br /> noted absent . <br />
