269 <br /> IN RELATION TO PROPOSED ACQUISITIONS AND IMPROVEMENTS , AND <br /> DIRECTING NOTICE - LAUREL WAY ASSESSMENT DISTRICT NO , 2 ; <br /> RESOLUTION NO , 6602 CALLING FOR SEALED PROPOSALS AND FIXING <br /> LIQUIDATED DAMAGES FOR FAILURE TO COMPLETE THE WORK WITHIN TIME <br /> SPECIFIED - LAUREL WAY ASSESSMENT DISTRICT NO , 2 ; <br /> RESOLUTION NO , 6603 DESCRIBING PROPOSED BOUNDARIES OF ASSESSMENT <br /> DISTRICT , DIRECTING FILING OF BOUNDARY MAP AND ASSESSMENT DIAGRAM <br /> AND THE RECORDATION OF NOTICE OF ASSESSMENT - LAUREL WAY ASSESSMENT <br /> DISTRICT NO , 2 ; <br /> RESOLUTION NO , 6604 CALLING FOR BIDS ON SALE OF IMPROVEMENT BONDS . <br /> Mr . Raymond Pflug , 3769 Laurel Way , <br /> stated that all the present residents <br /> of the proposed district are opposed <br /> to it , and that none knew what was to <br /> be done or what it would cost . <br /> Mr . Assaf responded that if the actions were approved at this <br /> meeting , every property owner would receive notice of the hearing , <br /> and receive an estimate of assessment . He stated also that public <br /> hearing notices would be posted throughout the area involved , as <br /> well as published , and that the property owners would have the <br /> opportunity to be heard . <br /> There was additional discussion by Council with reference to a <br /> preferable time to hold the public hearing , and it was determined <br /> that all dates set out in the resolutions would be advanced to two <br /> weeks later , (November 1 , 1971 ) . Mr . Assaf advised that motion <br /> offering the resolutions would include the change In dates to <br /> correspond to public hearing on November 1st . <br /> Motion to adopt the resolutions carried on roll call vote . <br /> PLANNING COMMISSION APPOINTMENTS : <br /> Ballots were taken , after which Councilman Rhodes moved to cast <br /> unanimous ballot to appoint Melvin C . Kerwin and Walter Small to <br /> the Planning Commission , seconded by Councilman Petersen and <br /> carried . (MINUTE ORDER #71 - 168 ) <br /> Councilman Rhodes placed the name of. Harry Higbee into nomination for <br /> the vacancy on Personnel Board created by the previous action . <br /> CONSENT CALENDAR : <br /> ( a ) Adoption of.
