Sam Halstead ( Consulting Planner <br /> and Engineer of Eco -Management , Division of Public Services , Inc . , <br /> who was coordinating the development efforts ) . <br /> LAUREL WAY ASSESSMENT DISTRICT NO 2 <br /> Staff report indicated that on August 18 , 1969 , Council had <br /> authorized preparation of plans and specifications for these <br /> improvements by Frahm , Edler & Associates , as well as acquisi - <br /> tion of slope easements , etc . City Manager advised that follow- <br /> ing the last information clinic for the proposed district , the <br /> people in the area indicated a desire to try to bring the matter <br /> to a conclusion , one way or the other . The assessments to be <br /> charged to the individual properties would be furnished the <br /> owners prior to the public hearing . He noted that Mr . Philip <br /> Assaf , attorney for the proposed district , as well as Mr . Ted <br /> Cannis , of Frahm , Edler and Associates , were present to respond <br /> to any questions by Council . <br /> Mr . Assaf described the several resolutions to be acted upon , <br /> and the function of each . <br /> In response to question by Councilman Keckley , Mr . Cannis in- <br /> dicated that the assessment spread was in conformance with unit <br /> basis determined by unit of benefit , and was consistent with the <br /> City ' s Zoning Ordinance and Planned Development provisions . <br /> Councilman Henderson advised that she would be absent from the <br /> meeting on October 18th , the date proposed for the public hearing . <br /> Mr . Assaf advised that the proceeding was under constitutional <br /> powers , and that a U/5ths ( 6 Council members ) affirmative vote <br /> was necessary for adoption . If there were not at least six mem- <br /> bers present , it was his recommendation that the public hearing <br /> be opened and continued until such time as full Council could be <br /> present . <br /> Councilman Weymouth moved adoption , seconded by Councilman Williams , <br /> of the following Resolutions : <br /> RESOLUTION NO , 6599 OF PRELIMINARY DETERMINATION AND OF INTENTION - <br /> LAUREL WAY ASSESSMENT DISTRICT NO , 2 ; <br /> RESOLUTION NO , 6600 OF PRELIMINARY APPROVAL OF ENGINEER ' S REPORT - <br /> LAUREL WAY ASSESSMENT DISTRICT NO , 2 ; <br /> RESOLUTION NO , 6601 APPOINTING TIME AND PLACE OF HEARING PROTESTS <br />
