Del Rey <br /> in Los Angeles County , against Marina City Corp . , et al , who are <br /> lessees of the County of Los Angeles . The petitioners allege <br /> dissatisfaction with the rates charged , and rather than seek re - <br /> course through the County Board of Supervisors , have petioned <br /> the State Public Utilities Commission for ( 1 ) a determination that <br /> the PUC has jurisdiction to control and regulate the rates charged <br /> and ( 2 ) a new schedule of rates .
