The program would be in part contingent upon continuation of the program , and appropriations would have to be accomplished by Congress on an annual basis , Object would be to qualify these trainees within two years to take an examination and pass for employment at the entrance level , either with the City , other governmental agencies , or private industry . City Manager indicated that he felt City should participate in the program , if Council approved . If Council did not wish to partici - pate , he suggested that the School District be included as recipient , or the County to be the agent to use the funds , All the City could afford with the $ 78 , 000 grant would be the positions indicated . Boxley , 6)46 Douglas Avenue , referred to the proposal in his communication to Council , and indicated there had been con- cern that cities would use the funds to hire persons to fill budgeted vacancies . He noted the severity of unemployment in the " target area " as it compared to the general unemploy- ment rate . City Manager noted that there was definite concern with respect to reaching those persons who would benefit . He indicated partici - pation would be welcomed with regard to recruitment . Councilman Keckley suggested publicizing in both English and Spanish , when the funds have become available , Mr . Lee Mueller , hl Arden Court , felt there was an extraordinary opportunity for use of the funds , but felt a more imaginative approach would be appropriate , City Manager responded that the Act as signed by the President was very specific as to intent , designed to "provide unemployed and under-employed persons with transitional employment in jobs providing needed public services during times of high unemployment , and whereever feasible , related training and manpower services to enable such persons to move into employment or training not supported under this Act . " Following additional discussion , Councilman Henderson moved to approve City ' s participation in the Federal Emergency Employment Act of 1971 , and filing of the application for funding under the program , seconded by Councilman Petersen and carried .
