Councilman Henderson questioned the necessity for the water line , and was advised that the existing line was leaking , and was in an inaccessible place for repair . Work would involve installation of casing to protect the new water line and would by-pass the deteriorated line . When the original line was placed , there were only two tracks , but this has become more inaccessible as there are now five tracks . Motion carried on roll call vote . Federal Emergency Employment Act of 1971 County is the Agent under this Act and has the authority to spread the Federal funds available under the program to the various cities in the County . City is eligible for participation , and since filing of the application had a deadline prior to Council approval , City Manager had filed the application and recommended Council approval of the action .
