271 <br /> It was noted by Mayor Bury that Items 4 <br /> and 5 had been in relation to Agenda item <br /> earlier . <br /> Mayor Bury asked that the following , addressed to him , be <br /> added to the list of communications : <br /> 6 . Dr . S . William Seidman , Permanente Medical Group , concerning <br /> hazards of bicycling to work along Middlefield Road . <br /> Mayor Bury felt it was apparent from the <br /> types of criticisms in the letter that this <br /> correspondent was referring to portions of <br /> Middlefield Road not within Redwood City . <br /> 7 . Roy Petersen , Western Wheelers Bicycle Club , P . 0 . Box 183 , <br /> Menlo Park , advising of a bicycle symposium to be held in <br /> Menlo Park on October 17th , and inviting City representatives <br /> to attend . Attached was a news release concerning the sympsium . <br /> Mayor Bury suggested that Council consider having <br /> a representative present . <br /> 8 . Commander B . E . Richardson , United States Coast Guard Air <br /> Station , San Francisco , expressing appreciation for coopera - <br /> tion and assistance rendered on many occasions by the <br /> Redwood City Fire Department boat . <br /> Councilman Henderson announced that the Legislative Committee would <br /> meet on Wednesday , September 15th , at 7 : 30 a . m . <br /> Councilman Rhodes referred to a communication favoring expansion of <br /> Council of Mayors and stated agreement since he would like the <br /> Council of Mayors to be discontinued and that it become an <br /> organization to include all Council members . Mayor Bury responded <br /> that historically it has existed as a Council of Mayors , and that <br /> Redwood City had taken the position the Mayor has authorization <br /> to vote , and further , that there has been participation by other <br /> Council members . His understanding of this proposal was that <br /> the Council of Mayors be expanded to "Council of Cities " . <br /> Councilman Rhodes moved that the Council endorse full participation of <br /> city councils in this organization , seconded by Councilman <br /> Petersen . Councilman Weymouth expressed his opposition to the <br /> motion , indicating he did not see the advantage of spreading out <br /> another entity . He pointed out other groups in which Council <br /> is represented by one Council member , such as ABAG . Councilman <br /> Keckley spoke in support of the motion , feeling that there <br /> should be fuller participation , and that views expressed in this <br /> group should be those of the full City Council , and not as an <br /> individual . Councilman Petersen concurred , indicating that the <br /> Board of Supervisors consider actions passed by Council of <br /> Mayors as being representative of the cities , which is not always <br />
